Purpose
To consider proposed budget ordinance amendment and capital project ordinance.
Background
(1) Sheriff
On September 2, 1997,the Board of County Commissioners accepted a DARE grant from the
Orange County Schools. This$7,000 grant will offset departmental personnel costs for
providing DARE programs in the schools.(seepage 2,block#1)
(2) Southern Human Services Capital Project
The Board approved a change order for the construction of a left turn lane at the Southern
Human Services Center at its September 2, 1997 meeting. The cost of the construction is
$83,248. The Board authorized an appropriation from the County Capital Project Fund
Balance as the source of funding for this change order. This amendment makes the
appropriation and increases the amount available in the Southern Human Services Capital
Project.
Recommendation
The Manager recommends that the Board of Commissioners approve the attached budget ordinance
amendment and capital project ordinance.

Southern Human Services Center Project
Capital Project Ordinance
Project Number 61-602
Be it ordained by the Orange County Board of County Commissioners that pursuant to
Section 13.2 of Chapter 159 of the General Statutes of North Carolina,the following capital
project is hereby adopted.
Section 1. The project authorized is the acquisition of land and construction of a
consolidated human services center in the southern portion of the County. The
project will be financed with proceeds from the 1988 bond referendum, proceeds
from the County's portion of the one-half cent sales taxes, transfers from other
County capital projects, and private placement funding.
Section 2. The officers of the County are hereby directed to proceed with the project within
the budget contained herein.
Section 3. The following revenue is anticipated to complete this project:

Section 4. A portion of the available funds for this project have been transferred to the
Northern Human Services Center Capital Project. The following amendment is
anticipated to complete this transfer:

Section 5. The following amount remains appropriated for this project:
Southern Human Services Center Project $4,933,248
Section 6. This ordinance supersedes all previous Southern Human Services Capital Project
Ordinances.
Section 7. This ordinance, originally adopted August 1, 1989 and subsequently amended,
shall be in effect from August 1, 1989 until June 30, 1998.

The Board reappointed the County's Animal Cruelty Investigator and appointed a
second one.
f. Animal Protection Society Contract Renewal
The Board renewed the annual contract between Orange County and the Animal
Protection Society for operation of the Orange County Animal Shelter.
g. Budget Amendment#2
The Board approved a budget ordinance accepting a $7,000 DARE grant to offset
personnel costs for the Sheriffs Department to provide DARE programs in schools and a
Capital project ordinance appropriating $83,248 from the County's Capital Project Fund to pay
for a change order providing a left-turn lane at Southern Human Services Center.
h. Property Tax Refunds
The Board approved a property tax resolution stating that the governing body of the
taxing unit shall respond within 90 days to a written statement of defense and request for
release or refund. This resolution is stated below:
REFUND RESOLUTION
WHEREAS, North Carolina General Statutes 105-381 allows for the refund of taxes when the
Board of County Commissioners determines that a taxpayer applying for the refund
has a valid defense to the tax imposed; and
WHEREAS, the properties listed in each of the attached "Request for Property Tax Refunds"
has been taxed and the tax has been collected: and
WHEREAS, as to each of the properties listed in the Request for Property Tax Refunds, the
taxpayer has timely applied in writing for a refund of the tax imposed and has
presented a valid defense to the tax imposed as indicated on the Request for
Property Tax Refunds.
NOW, THEREFORE, IT IS RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
Orange COUNTY THAT the recommended property tax refund(s) are approved.
