PURPOSE: To receive a status report on the following:
a) High School Construction Standards
b) Memorandum of Agreement for Providing Coordinated Site and Facility Planning between
County, Towns and School Systems
BACKGROUND:
a) High School Construction Standards-
The standards as attached are recommendations of the Orange County Schools High School
Standards Committee. These standards were reviewed by the School Superintendents, County
Manager and respective staff on Monday, September 8. These standards are presented to the
governing bodies for review and instructions for next steps. The governing bodies may choose
to establish a short-term task force comprised of county and school systems representatives to
review and make final recommendations similar to the process used in establishing elementary
and middle school construction standards.
b) Memorandum of Agreement for Providing Coordinated Site and Facility Planning between
County, Town and School Systems-
The County Manager and School Superintendents and staff have reviewed the attached
memorandum,the content of which is very similar to one adopted in Wake County. This
memorandum has also been reviewed and/or commented upon by the Town Managers in Chapel
Hill and Carrboro. The governing bodies may want to establish a review process. The Schools
and Land Use Councils could be the entity to conduct such a review.
RECOMMENDATION(S): Receive as reports. Please refer to the attached proposed agenda for
the September 30 meeting between the BOCC and School Boards. These two reports as cited above
are scheduled to be topics for that meeting.

Orange County Schools High School Standards Committee Recommendations (July
17, 1997)
The Orange County Schools High School Standards Committee met on July 17, 1997
in the Central Office Boardroom and came to the following recommendations for the
purpose of beginning preliminary planning for a new 9-12 high school (1000 student
capacity) in the Orange County School System.
The Committee reviewed data supplied for the square footage considerations used in
planning East Chapel Hill High and data supplied by the North Carolina State Board of
Education (Facilities Guidelines.January, 1997)and suggested the following:
1.) That the new Orange County High School follow the square footage assign-
ments used in planning East Chapel Hill High as they offer a more reasonable
and accommodating footprint for High School students and teachers (e.g.,State
Board Guidelines recommend 750 square feet per standard classrooms—
English,Math,Social Studies,and Foreign Language and East Chapel Hill
High calls for 850 square feet for these same areas. The 850 makes much more
sense when one calls into consideration present and future classroom demands
and technology enhancements).
2.) The Vocational Courses to be offered at the new Orange County High School is
currently under examination and what flexibility for cross enrollments (if any)
is also under study.
3.) This planned facility would not include in its preliminary stages an auxiliary
gymnasium or an athletic stadium(The school would have an athletic
component with appropriate practice and game fields,but would not have
a stadium complex similar to the one at Orange High School in this initial
construction phase).
4.) A minimum of 50 acres of land would be necessary to handle a 1000 student
facility(State Guidelines call for 30 acres and 1 additional acre for each 100
ADM). The minimum here is a reasonable number when looking at rapidly
disappearing land parcels here in the central piece of Orange County.
5.) The total square footage of the building(s)would be approximately 177,000
square feet(129,000 square feet for direct work area and 48,000 square feet
for support areas equaling out to about 176 square feet per student).
The High School Standards Committee will continue to meet to deal with issues of
Vocational courses and suggested support areas throughout the building complex.

MEMORANDUM OF AGREEMENT
FOR PROVIDING COORDINATED SITE AND FACILITY PLANNING
This agreement between the Orange County and/or Chapel Hill/ Carrboro Boards of Education and
the governing Boards of Orange County and/or the Towns of Chapel Hill, Carrboro and/or
Hillsborough is intended to establish and implement a coordinated site and facility planning
process for schools and eet compatible government facilities. The purpose of the coordinated
planning process is to optimize the collocation and use of schools and other public facilities in a
way that builds community,provides public services where they are most needed, assures the
compatibility of collocated services, and efficiently uses public resources.
To further these goals,the Orange County and/or Chapel Hill/Carrboro Boards of Education and
the governing Boards of Orange County and/or the Towns of Chapel Hill and/or Carrboro do
hereby agree to the following separate and shared responsibilities for coordinated facility planning
to the extent that it does not delay neeesrsafy time critical construction of either school or
government facilities. These statements of responsibilities are intended to be consistent with all
applicable laws and regulations;where they are not, they are superseded by those applicable laws
and regulations. Specifically,this agreement is not intended to supersede the statutory authority of
either Board of Education to select school sites or to build,maintain or repair school facilities or
the other governing Boards to approve the amounts to be spent for sites and to determine the funds
available for school and county or municipal facilities.
The Orange County and/or Chapel Hill./Carrboro Boards of Education will:
• Identify appropriate site criteria for public school facilities; and
• Identify interior space and exterior site requirements for school facilities; and
• Recommend school facility priorities,timetables for completion, and related funding needs;
and
• Determine the most appropriate means of managing the construction,renovation, or repair of
public school facilities, within the funding available for these activities; and
Assign to the superintendent the responsibility of providing the necessary staffing and other
resources to participate in a joint facility planning process.

When joint development (or cooperative development) of facilities are planned for a school site,
the Governing Boards of Orange County and/or the Towns of Chapel Hill, Carrboro and
Hillsborough will, as appropriate and in their respective interests:
• Identify appropriate site criteria for county and municipal government facilities and
facilities in which contracted county or municipal services are provided; and
• Identify interior space and exterior site requirements for county or municipal government
facilities and facilities in which contracted county or municipal services are provided; and
• Determine priorities,timetables for completion, and related funding requirements for
county or municipal government facilities; and
• Determine the most appropriate means of managing the construction, renovation, or repair
of county or municipal government facilities; and
• 'Determine the funding available for school and county or municipal government facilities;
and
• Assign to the County and/or Town Managers the responsibility of providing the necessary
staffing and other resources to participate in a coordinated facility planning process.
The Orange County and/or Chapel Hill/Carrboro Boards of Education and the governing Boards of
Orange County and/or the Towns of Chapel Hill, Carrboro, and/or Hillsborough will jointly:
• Identify opportunities for collocating compatible public facilities on eeFaffie sites,
including facilities for schools, county government, municipal governments, state and
federal government, other public authorities, and facilities for nonprofit organizations
providing complementary public services; and
• Develop master site plans on which public facilities will be collocated; and
• Determine the most appropriate means of relating various public services on eee$sites,
considering all program needs, and including opportunities for sharing spaces; and
• Develop any interlocal agreements or understandings needed to allow participation of other
units of government in the collocation of public facilities; and
• Determine the most appropriate and effective means of coordinating the construction of
shared facilities located on common sites; and

• Determine the most appropriate and effective means of coordinating maintenance of shared
public facilities located on common sites; and
• Determine the most appropriate and effective means of scheduling and establishing fees for
usage of any shared public facilities on common sites; and
• Determine the most appropriate and practical means of sharing operating costs for shared
public facilities on common sites; and
• Determine the most appropriate and practical means of providing public ownership of sites
and site improvements where public facilities are collocated.
This Memorandum of Agreement shall become effective upon approval by each governing board.
It shall remain in effect until either party shall decide to terminate the agreement.
