PURPOSE: To consider approving a change order for the construction of a left turn
lane at the Southern Human Services Center; and authorizing the appropriation of funds
from the Capital Reserve Fund Balance to cover the associated cost.
BACKGROUND: Bids for construction of the Southern Human Services Center (SHS)
were solicited in April, 1996. As the Board may recall, bids significantly exceeded the
budget and therefore steps were taken to remove certain elements from the project to
bring it into line with available funds. One of the items removed during this process was
the $120,000 left turn lane into the site. Since Homestead Road is on the
Transportation Improvement Plan (TIP), it was anticipated that the Department of
Transportation (DOT) might move this project up and accomplish the work in a
timeframe which would make the use of local funds in the construction of the turn lane
unnecessary. It has become apparent that the Homestead Road Improvements will
likely maintain the original schedule, which calls for a 2001 start date. The DOT
schedule will not allow us to meet the requirement to have a turn lane finished by the
time we are ready to occupy the building. However, DOT has worked with the project
engineer to modify the left turn lane in a manner that will make it less expensive.
The left turn lane depicted on the attached diagram has been designed with the future
Homestead Road improvements in mind and will be incorporated into the completed
roadway. Further, the sidewalk, which is part of the work the Board is being asked to
approve, is located in such a manner that it will not be disturbed when the final roadway
improvements by DOT are completed. DOT has assisted in the design and approved
the attached plan for the turn lane.
Paving of the-access road into the site is scheduled to begin on August 25. Upon
approval of this change order by the Board, the left turn lane can be constructed at the
same time.
The SHS project budget does not include funds for the construction of the turn lane.
The Budget Office advises that there are funds available in the Capital Reserve Fund
Balance to support this change order. It is recommended that the $83,248 be
transferred from the Capital Reserve Fund Balance.
RECOMMENDATION: The Manager recommends that the Board approve the change
order for $83,248 to construct the left turn lane; and authorize appropriation of funds
from the Capital Reserve Fund Balance.

During Monday evening's meeting 1 referenced the bids which were received for the Southern
Human Services Building last Thursday and I wanted to follow up by providing you the results.
The apparent low bids are:
General contract:
D.H. Griffin, Raleigh: Base bid $2,964,000+ 120,000 Alternate for sitework= $3,084,000
NOTE. The sitework in the alternate is the left turn lane that we would like to see moved
up on the TIP. We bid it as a separate item so it would be easy to identify in the event

PURPOSE: To consider awarding a bid for the construction of the Southern Human Services
Center.
BACKGROUND: Bids were received on April 30, 1996 for the construction of the Southern Human
Services Center, with bidders responding in accordance with the attached bid tabulations
(Attachment 1). The apparent law bidders for the project include:
General Contractor. D.H. Griffin, Raleigh
Electrical Contractor:Watson Electric, Graham
Mechanical Contractor: Comfort Engineers, Durham
Plumbing Contractor. Eakins Plumbing, Durham
The bids exceed available funds, however, the architect and contractors, in collaboration with
County staff and a subgroup of the project planning committee (the"Finish Committee'l, have
provided a list of items which can be removed without functional degradation to the project. While
the modifications indicated in Attachment It bring the project closer to the budgeted amount,
approximately$189,000 of additional funds is required to fully fund the construction of the building.
The Manager recommends that the additional funds necessary for the completion of this project be
reallocated from prior years allocations in the Solid Waste Convenience Center Capital Project.
The Architect will be present at the meeting to provide additional information regarding the modified
project and to answer any questions which the Board may have.
RECOMMENDATION: The Manager recommends that the Board award a bid and approve a
contract,contingent upon Attorney, Staff and Finish Committee review, to the following contractors
for the construction of the Southern Human Services Center:

Electrical Contractor: Watson Electric, Graham; $311,810
Mechanical Contractor. Comfort Engineers, Durham; $453,170
Plumbing Contractor: Eakins Plumbing, Durham; $101,300

and authorize the Manager to execute change orders incidental to the completion of the project ;
and authorize the Chair to sign on behalf of the Board.

This letter is in response to your request to phase the roadway
improvements alon SR 3777. As stated in your letter. SR 1777 will
be improved by the State under TIP Project U-2805 and for this reason

As you know, the Town's approval of your construction plans is
conditional upon you receiving an encroachment and driveway permit
from this office. I am sorry if you misinterpreted the Town's
approval and awarding the contract without receiving all your
permits. However, this oversight will not change the ninimum
requirements for you to provide a turnlane along SR 1777 in
conjunction with your site.
