BACKGROUND: On August 7, 1997 the Board approved their 1997-98 BOCC Goals and Objectives. Objective 4 - Update the Transportation Element of the Comprehensive Plan, includes the development of a Bicycle Component in the Transportation Element (see attached copy of Objective 4) of the Comprehensive Plan. The purposes for developing a Bicycle Plan Component are: 1) to complete a recommendation (to develop and adopt local Bicycle Plans) of the 1993 DCHC Regional Bicycle Plan, and 2)to use the Bicycle Plan Component to develop a list of bicycle projects for inclusion in the annual Orange County Transportation Priorities List. A Bicycle Advisory Committee (BAC) is recommended to insure that the specific needs of Orange County bicyclists are considered in the development and implementation of a Bicycle Plan Component. A BAC is also recommended by the 1993 DCHC Regional Bicycle Plan. Attached is a "rte Bicycle Advisory Committee Structure which indicates what types of experience would be valuable for inclusion on a BAC. Also attached are a: Bicycle Advisory Committee Charge to guide the BAC in the development of a Bicycle Plan Component and a"rte Bicycle Component Plan Schedule. 2. RECOMMENDATION: The Administration recommends that the Board approve: • the Dra.fi Bicycle Advisory Committee Structure and authorize that recruitment begin(a list of candidates will be presented for Board consideration on October 6); • the Dra A Charge to the Bicycle Advisory Committee; and • the Dra Bicycle Component Plan Schedule for the development of the Bicycle Component of the Transportation Element of the Comprehensive Plan. 3 . r, :'�f?�:ti%i::•:::::i<�i:::'":•::':is:::'i:?::::'ii:!' �. Drat BICYCLE ADVISORY COMMITTEE STRUCTURE (as of 02SEP97) ORGANIZATION REVELANT EXPERIENCE Bicycle Commuter Can provide insights into the obstacles and opportunities (comment on existing routes) for using a bicycle for commuting. Anti-Bike Lane Bicyclist Can provide insight into the growing"bicycles as vehicles"(where bikes should have the same opportunities to use the road as a motor vehicle) movement. Pro-Bike Lane Bicyclist Can provide insight into the preferred bicycle facilities for those cyclists uncomfortable with riding on the road. Anti-Bicyclist Can provide a motorist's insight as to what cycling behaviors (i.e., riding two or more abreast on narrow roads)promote anti-bicycle sentiments. BD of Educ. Can comment on educational awareness programs for both novice cyclists (basics of bicycling) and novice drivers (drivers education). Bike Shops Rep Can provide input on how bike shop owners view and support cycling awareness (i.e., discount helmet sales)promotions. Sheriffs Dept. Can provide input to the committee on enforcing cycling laws(with both cyclists and drivers). NCDOT Office of Bicycle and Pedestrian Can provide insights into the ability to fund various Transportation bicycle related improvements before they are incorporated into the plan. NCDOT Maintenance Engineer Can comment on the conditions (surface and lane width) of prospective and existing bicycle routes. NCDOT Division and District Engineers Can provide insights into what can be done for bicycle improvements through the development review process. 6 . f Draft BICYCLE ADVISORY COMMITEE CHARGE: To prepare a Bicycle Plan Component to the Transportation Element of the Orange County Comprehensive Plan, including recommendations for implementation,for all of Orange County outside of the municipal extra- territorial planning jurisdictions. The Bicycle Plan Component should be based on the recommendations/findings in the DCHC Regional Bicycle Plan and 1995 Orange County Bicycle Suitability Study.
