PURPOSE: To consider awarding a bid to Patriot Builders, Inc., Hillsborough, for
repairs and renovations to the Orange County Library floor.
BACKGROUND: Sufficient funds are included in the current CIP to make improvements
to the floor at the Orange County Library. Time and moisture between the deck and the
floor have caused the wooden floor to deteriorate and to create a less than stable base
for the bookshelves. The work will include:
• Removing old carpet and wooden floor;
• Pouring concrete floor;
• Installing new carpet.
Plans and specifications were developed by Neville Engineering.
County Staff has solicited bids for this work two times. In an effort to encourage bidder
interest, both bid efforts were advertised. Only one bidder responded to each of the
two solicitations. The sole bidder, and the firm to whom recommendation for award is
made, is Patriot Builders for a total cost of$50,500.
The County is negotiating with the Department of Corrections to obtain inmate labor to
move the books in order that the renovation work may be completed by Patriot.
y Work is scheduled to begin around September 15, 1997. It is anticipated that the work
will take approximately one month to complete. Limited services will be available during
this period.

RECOMMENDATION: The Manager recommends that the Board award the bid to
Patriot Builders, Inc., Hillsborough, NC for an amount not to exceed $50,500; and
authorize the Purchasing Director to execute the required paperwork.
