ORANGE PUBLIC TRANSPORTATION
DRIVER AGREEMENT
This Agreement is entered into this first day of July, 1997 by and between the County of
Orange on behalf of the Department on Aging's Orange Public Transportation service,
hereinafter referred to as "Orange County" and Orange-Person-Chatham Mental Health
Center, hereinafter referred to as "OPC ".
The purpose of this Agreement is to outline the conditions under which Orange County
and OPC will cooperatively provide human services transportation through the Orange
Public Transportation service.
SPECIFIC RESPONSIBILITIES OF ORANGE COUNTY
1. To provide one certified driver for courier service among OPC sites and daily pick-up
and take-home of Adult Day Treatment clients. This driver will be supervised by
Orange County.
2. To provide back-up drivers in case the assigned driver is not available.
3. To employ a Transportation Supervisor to handle any problems and to assure that
drivers are available.
4. To comply with OPC transportation policies and procedures as well as state
standards.
5. To comply with all applicable federal regulations governing workplace anti-drug and
alcohol programs in the transit industry. The Federal Transit Administration (FTA) of
the U.S. Department of Transportation has published 49 CFR Part 653 and Part 654,
as amended, that mandate urine drug testing and breath alcohol testing for safety
sensitive positions and prohibits performance of safety sensitive functions when there
is a positive test result.
SPECIFIC RESPONSIBILITIES OF OPC
1. To reimburse Orange County at the rate of$12.25 per hour for seven hours per
workday of Orange County's operation within 30 days after billing.
2. In the event that OPC requires specialized training beyond driver's current level, it
shall be their responsibility to indicate the type and level of training and to provide the
prescribed training without cost to Orange County.
3. To provide the Transportation Supervisor written notification of any transportation
problems or unsatisfactory drivers' performance in order that corrective action can be
taken.
4. To provide the Transportation Supervisor written notification of any changes to the
fixed route at least three working days prior to the effective date.

The term of this Agreement shall be from July 1, 1997 through June 30, 1998 unless
sooner terminated by either party giving 30 days prior written notice to the other of
intention to terminate. This Agreement may be extended for an additional year if
mutually agreed to by both parties.
The laws of North Carolina shall govern the validity and interpretation of the provisions,
terms and conditions of this Agreement.
IN WITNESS WHEREOF, Orange County and OPC have executed this Agreement on
the date first written above.
