PURPOSE: To consider approving a capital project ordinance for the East Chapel Hill High
School addition project.
BACKGROUND: On October 15, 1996,the Board of Commissioners approved a capital funding
plan for school and County capital projects which includes funding of$11.8 million for an addition
to East Chapel Hill High School. The project would expand the facility by 88,000 square feet and
student capacity from 1000 to 1500. Project funding will come from approximately $11 million in
North Carolina school bonds and $800,000 in impact fees. The Board of Commissioners must
approve a capital project ordinance that authorizes expenditure of these funds before design work
can be completed and construction undertaken.
The Chapel Hill-Carrboro City Schools have requested that an additional $3 million be allocated to
this project, in anticipation that higher prevailing costs in the construction market will increase the
per square foot cost to a range of$120- $130. This would increase the project budget from$11.8
million to $14.8 million. The additional $3 million is not included in the proposed project
ordinance. If the Board of Commissioners ultimately approves inclusion of$3 million in additional
funds for East Chapel Hill High School in the November 1997 bond referendum, and the bond
passes,the project ordinance would be amended to incorporate those funds.
RECOMMENDATION(S): The Manager recommends that the Board approve the capital project
ordinance.

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina,the following capital project is hereby
adopted.
Section 1. The project authorized is for an addition to expand student capacity at East Chapel
Hill High School,to be constructed with funds allocated in this project. This project will be
financed by State of North Carolina school bonds and impact fees.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:
State of North Carolina School Bonds $10,995,840
Impact Fees $804,160
Total Revenue $11,800,000
Section 4. The following amount is appropriated for this project:
East Chapel Hill High School Addition $11,800,000
Section 5. This ordinance shall be in effect until June 30, 1999.
Adopted this 20th day of August, 1997.

D. CAPITAL PROJECT ORDINANCE - EAST CHAPEL HILL HIGH SCHOOL

The County Commissioners approved a capital project ordinance for the East Chapel
Hill High School addition project as stated below:

F. ELDERLY AND DISABLED TRANSPORTATION ASSISTANCE PROGRAM
The Board approved and authorized the Chair to sign the Certified Statement of
participation in the NCDOT Elderly and Disabled Transportation Assistance Program. The
allocation for Orange County is $32,861.
