PURPOSE: To consider a grant application to the Triangle Community Foundation for the
Shaping Orange County's Future project.
BACKGROUND: On July 30, a grant application to the Triangle Community Foundation was
submitted on behalf of the Shaping Orange County's Future project. The proposal
asks for$5,670 to fund expansion of a proposed Children's Visioning Effort to
7th and 11th-grade student in both school systems.
The Children's Visioning Effort attempts to carry the concepts of creating a
countywide vision for the future to the classroom. Efforts are currently underway
with SOCF Task Force members, staff and representatives from the schools for a
pilot community-visioning session with 5th-graders this fall. The Task Force
would like to expand the idea of gathering information from students and learning
about their perspective of Orange County's quality of life by planning a design
charette and workshop for the spring with 7th and 11 th-grade classes.
RECOMMENDATION: The Administration recommends approval of submission of the grant application
on behalf of the Shaping Orange County's Future project.

Shaping Orange County's Future: Youth Visioning Effort
The Shaping Orange County's Future project is striving to create and realize a vision for
the future of the county through citizen participation and community building. It is the
purpose of this grant application to reach the youth in the county so that the Shaping
Orange County's Future initiative may benefit from their ideas while instilling the
importance of participation and community building in the youth for a lifetime.
Orange County recognizes the need for planning towards a common goal in the face of the
growth pressures that the Triangle area and, specifically, Orange County will be feeling in the
future. A joint initiative between Orange County and the towns of Chapel Hill and Carrboro (in
coordination with the town of Hillsborough), has been created entitled Shaping Orange County's
Future. As a result, a Task Force of 30 citizens representing diverse geography, livelihoods,
ages and ethnic backgrounds, was appointed from a long list of applicants.- This diversity of
membership was designed to give voice to the broad scope of community in the county. The
Task Force, have been charged with going into our larger community and seeking out all
stakeholders to take part in this initiative by contributing their vision for the future of Orange
County. Participation from the widest possible range of county citizens is a necessary '
component for achieving Shaping Orange County's Future's goal -- to develop a countywide
vision for the future through community participation and implement that vision through
community building.
Special outreach efforts are needed to provide the county's youth an opportunity to voice their
ideas in the planning and community building process. A small pilot project enabling county 5th
graders to learn about planning and visioning will be launched in the fall of 1997. Like the
Youth Visioning Effort, the fifth graders will have an opportunity to share their hopes and fears
of the future of Orange County which will be incorporated in the Shaping Orange County's
Future process. However, while able to provide funding for materials needed for the elementary
age outreach and staff development time for the planning and implementation for a larger Youth
Visioning Effort, Shaping Orange County's Future cannot conduct an effective education and
involvement program for a wider span of area youth age groups without funding assistance for
educational and documentation materials, youth transportation, consensus training facilitation,
planning based technology enrichment for area schools, and a day-long charette. (Please refer to
the enclosed budget for itemization.) Receiving funds from the Triangle Community Foundation
would enable the expansion of our Youth Visioning Effort to include middle and high school age
students in the visioning and community building process for Orange County.
In February and March 1998 the Shaping Orange County's Future Task Force hopes to involve
five 7th grade and five 11 th grade classes located throughout the county in the visioning and
community building process. With the help of professional planners.and Masters students from
the University of North Carolina (UNC), the Task Force hopes to meet with approximately 300 _=
students, provide enrichment exercises for the classroom such as a visual survey of the county,
and culminate the learning and sharing process in a design charette. These efforts will lead to the

incorporation of student vision and creativity into the product of Shaping Orange County's
Future.
The students will be given an opportunity to provide direct input to Orange County's vision
through a variety of means. Students will be taught a variety of basic planning concepts through
interactive educational presentations, design exercises, a cooperative countywide field survey
held in conjuction with other schools, hands-on planning technology experience, and consensus
building facilitation. These meetings and events will be documented by video and tape cassette.
Following the initial in-class visits, a curriculum designed to improve general written, oral,
problem identification and solving, mapping, and artistic expression wiII also generate essays,
video recordings, and artwork of the students on the way they feel about the county and the shape
it should take in the future. These documents and drawings along with the video clips will be
shared with the Shaping Orange County's Future Task Force, elected officials, interested
citizens, and the students themselves in a multimedia presentation sculpted from materials
collected from the in-class meetings and assignments. Portions of these documents will be
incorporated where applicable into the Task Force's final report to the elected officials. At the
end of the in-class presentations and project curriculum, 50 of the students from each grade level
will attend an intensive, day-long planning charette where they will learn more planning design
techniques, work with students from other parts of the county (within the two school districts),
and provide more input into the final product of Shaping Orange County's Future.
This Youth Visioning Effort would benefit the overall education of the participating students by:
.e introducing them to community planning processes and the multi-disciplinary profession of
planning;
enhancing the student's oral and written communication skills;
providing leadership and consensus building skills;
o showing how many things they are learning in school are interrelated and come together in
the"real world"; and
most importantly, allowing their voices to be heard in shaping the future of Orange County.
Shaping Orange County's Future will be able to provide excellent staffing service to the students
through the coordination of the four local government jurisdictions involved, two school
districts, and students of UNC at Chapel Hill. More specifically, Shaping Orange County's
Future offers:
o professional planning staff from three jurisdictions;
o volunteers from UNC's Department of City and Regional Planning;
o the collaboration of teachers within the two public school districts;
o the capacity to use the information gleaned from the Youth Visioning Effort in the Shaping
Orange County's Future initiative; and
o the application of previous youth education experience with a less intensive Shaping Orange
County's Future pilot project scheduled for this Fall with area 5th graders.
