PURPOSE: To apply for state funds to continue to provide medical
transportation for senior and disabled persons and enter into an
agreement with NC Department of Transportation for FY 97-98 . The
Elderly and Disabled Transportation Assistance Program (EDTAP)
allocation for Orange County is $32, 861 .
BACKGROUND: The 1997 Session of the NC General Assembly is considering
the appropriation of $3, 000, 000 for FY 1997-98 for continuation of
EDTAP. Also, the Department of Transportation' s 1997-98 budget
contains an additional $2, 000, 000 for EDTAP. If approved by the
General Assembly, these additional funds will be distributed to
counties by the same state formula. A Public Hearing was held on July
22 to inform residents and human service agencies of the EDTAP grant
and provide them the opportunity to discuss their need for the funds .
The Orange County allocation was anticipated in the Department on
Aging' s FY 98 projected revenue budget.
Major program features include: 1) No local match required; 2) Funds
must provide additional trips; 3) Only counties with an approved
Transportation Development Plan are eligible (Orange County has one) ;
4) Funds are not to be used to purchase/lease vehicles or replace
current funds, and 5) Eligibility certification is done by the County.
RECOMMENDATION: Manager recommends approval and Chair to sign the
Certified Statement of participation in the NCDOT Elderly and Disabled
Transportation Assistance Program.

FY1997-98
Pursuant to G.S. 136-44.27,the North Carolina Elderly and Disabled Transportation
Assistance Program,this is to certify that the undersigned is the duly elected,qualified
and acting chairperson of the Board of County Commissioners of the County of
Orange ,North Carolina, and that the following statements
are true and correct:
1. That the funds received pursuant to G.S. 136-44.27 will be used to provide
additional transportation services for the elderly and disabled,exceeding the quantity
of trips provided prior to the receipt of these funds:
2. That the funds received pursuant to G.S. 136-44.27 will not be used to supplant
existing Federal, State or local funds designated to provide elderly and disabled
transportation services in the county.
3. That the funds received pursuant to G.S. 136-44.27 will be used in a manner
consistent with the local Transportation Development Plan and application approved
by the NC Department of Transportation and the Board of Commissioners.
4. That any interest earned on these funds will be expended in accordance with G.S.
136-44.27.
5. That the funds received pursuant to G.S. 136-44.27 will not be used toward the
purchase of capital equipment.
