BACKGROUND: Article 2.4 of the EDD Design Manual (Environmental Factors) includes sections on water supply and sewage disposal for each District. Text pertaining to the I40/Old NC 86 District has not been amended since it was originally adopted. The text includes descriptions of planned water and sewer extensions, including scheduled completion dates. The completion dates referenced in the Design Manual have passed. The proposed amendment updates the status of these improvements. Public Hearing Comments The proposed amendment was presented for public hearing on May 27, 1997. 2 Commissioner Halkiotis asked about the status of the water storage tank to be constructed by the Town of Hillsborough. Construction of a 750,000 gallon storage tank began in January, 1997. The tank is located west of Cornwallis Hills within the corporate limits of the Town of Hillsborough. The proposed amendment has been revised to update information concerning the water storage tank. There were no citizen comments. The Planning Board considered the proposed amendment on July 2, 1997 and recommended approval, including the updating of information concerning the water storage tank. The vote was unanimous. Highway 86 Economic Development District has one service provider - the Town of Hillsborough. Both water supply and sewage disposal services are provided by the Town. Water Supply. Highway 86 Economic Development District can be provided by extension of the 12-inch water line. 4 Extending the 12-inch water main along Old N.C. Highway 86 to the I-40/Old N.C. 86 interchange, the approximate center of the District, would cost approximately "''"' 1 3 0 .. This cost includes S-,WG ,000 linear feet of 12-inch ductile iron water line at$,14-Q per linear foot plus contingencies and engineering costs (25%). Longer term, the Town of Hillsborough's Water Distribution System Plan calls for the extension of the 12-inch water main from the interchange due east to N.C. Highway 86. The Plan called for construction of a 500,000 gallon elevated water storage tank on the western border of the District. The Town was able to purchase proper at a higher elevation west of the District for the tank construction. Construction of the tank began in Tan____uary 1997. and should be completed by the end of 1997 It will hold 750.000 izallons, - Sewage Disposal. The Town of Hillsborough is extending an 18-inch gravity sewer line along Cates Creek to near the north side of I-85. in additien to a 12 i-n-e Iff-s4-4-sh-eot-along-motes Creek, a A 12-inch gravity sewer line is being-ha&-b= extended up a tributary of Cates Creek to serve the Wildwood Subdivision. Seheduled .service to the District can be provided by eK4easien of extending a 12-inch gravity sewer line from the terminus of the 18" line on the north side of I-85, under I-85 and stebeet along Cates Creek to its intersection with Old N.C. Highway 86. Extending the 12-inch gravity sewer main along Cates Creek, the northern boundary of the District, to its intersection with Old N.C. Highway 86 would cost approximately $584,374 $670.OQQ. This cost includes 8,500 linear feet of 12-inch ductile iron gravity sewer line at W per linear foot plus contingencies and engineering costs(25%). On March 18, 1997, the Board of Commissioners adopted a Resolution requesting deletion of the NC 751 connector between US 70 and I-85 from the Durham-Chapel Hill-Carrboro(DCHC)Urban Area Thoroughfare Plan. The connector is referenced in maps and text pertaining to the I-85/US Hwy 70 Economic Development District (EDD). The proposed amendment eliminates all references to the NC 751 connector in the EDD Design Manual. The proposed amendment was presented for public hearing on May 27, 1997. There were no citizen comments. The Planning Staff recommends approval of the proposed amendment. MOTION: Hoecke moved approval as recommended by the Planning Staff. Seconded by Price. VOTE: Unanimous. e) Article 2.3 Land Use Intensity Article 3.2 Landscape Design Article 3.3 Circulation and Parking Article 2.4 Environmental Factors(Noise) Presentation by Mary Willis. This item is to consider a proposed amendment to replace land use categories referenced in various text and tables in the Design Manual to match those found in the Permitted Use Table. The Permitted Use Table in the EDD Design Manual categorizes permitted land uses according to the Standard Industrial Classification Manual(SIC)prepared by the Federal Office of Budget and Management. Using the SIC allows staff to more clearly determine the land use category into which a specific proposed use would fall to determine whether or not that use is allowed. The SIC categories used in the EDD Design Manual are: Residential Agricultural,Forestry and Fishing Construction Manufacturing,Assembly and Processing Transportation,Communication and Utilities Finance,Insurance and Real Estate Retail Trade Services Government The Design Manual includes various tables and text which specify the standards applicable to various land uses. However,the land uses listed in some of the tables do not correspond with the land uses listed in the Permitted Use Table. It can be difficult to determine the category into which a proposed use falls for the purpose of determining whether or not it is allowed in a specific EDD,and which standards should be applied. The proposed amendment renames the land uses listed in the following tables to correspond with the land uses listed in the Permitted Use Table: a)Minimum Required Site Volume Ratios(page 2.3.10) b)Off-Street Parking Requirements for Selected Land Uses(page 3.3.7)
