PURPOSE: To conduct a public hearing to receive citizen comments on the planned November
4, 1997 bond referendum.
BACKGROUND: On August 4, 1997, the Board of Commissioners introduced five bond orders
for the scheduled November 4 referendum. Pursuant to the Local Government Bond Act, and in
accordance with the adopted timetable for the bond referendum, a public hearing is required in order
to provide the opportunity for any citizen who wishes to be heard on the questions of the,validity of
the bond orders and the advisability of issuing the bonds.
Subsequent to the completion of the public hearing,the Board must take final action to adopt the
bond orders and officially call for the referendum as part of the November 4 election. These
actions may be completed at either the meeting scheduled for August 25 (after the joint public
hearing with the Planning Board), or at the regular meeting scheduled for September 2.
RECOMMENDATION(S): The Manager recommends that the Board conduct the public
hearing.
