I ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: August 4, 1997 Action Agenda Item#-B--J'L_ SUBJECT: Lot 4A High Point Woods - Preliminary Plan ACTION BY: August 16, 1997 DEPARTMENT: Planning and Inspections PUBLIC HEARING: Yes_X No BUDGET AMENDMENT REQUIRED: Yes _No ATTACHMENT(S): INFORMATION CONTACT: Jane Garrett Extension 2581 Resolution of Approval Application Vicinity Map TELEPHONE NUMBERS: Preliminary Plan Hillsborough - 732-8181 7/2/97 Draft Planning Board Minutes Durham - 688-7331 Mebane - 227-2031 Chapel Hill - 967-9251 PURPOSE: Consideration of the Preliminary Plan for Lot 4A High Point Woods. BACKGROUND: The property is located in Chapel Hill Township on the south side of Davis Road (SR 1129) one-half mile west of Ode Turner Road (SR 113 0) as shown on the attached vicinity map. The proposed division is considered a major subdivision because it proposes the sixth lot created from one parcel within four months. According to the definition of "minor subdivision" in the Subdivision Regulations, a maximum of five (5) lots, including the residual acreage, may be created from one tract within any 24-month period. The size of the parcel is 2.86 acres. The current zoning is Rural Residential (R-1). The subdivision is not located in a protected watershed. The site slopes very gradually toward a low drainage area located approximately 200 feet from the southwest corner of the property. This drainage pattern begins at a culvert under Davis Road, extends into a small manmade ditch for about 100 feet, then spreads out over a 30 to 50-foot area and may involve a spring. The flow at this point is southeast; however, it eventually turns northeast to form a tributary of Cates Creek located south of Hillsborough. 2 The entire tract is wooded with predominantly mature hardwoods and typical understory species. The area near the southeastern corner of the lot includes some small scattered rock outcroppings. The applicant has submitted a report from a soil scientist which evaluates the suitability of the soil to support on-site subsurface sewage disposal. Most of the soils are provisionally suitable, with the exception of the drainage area described above. During review of the minor subdivision at the end of last year, the Orange County Health Department identified a site for installation of a septic system as indicated on the site analysis. The Planning Board considered the Preliminary Plan on July 2, 1997 and recommended approval. The vote was unanimous. RECOMMENDATION: The Administration recommends approval of the Preliminary Plan for Lot 4A High Point Woods per the attached Resolution of Aproval. 3 RESOLUTION OF THE ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS Date: August 4. 1997 Name of Subdivision: Lot 4A High Point Wood Owner/Applicant: Scott Hines The Board of County Commissioners hereby approves Lot 4A High Point Woods subdivision preliminary plat, dated April 27, 1997 and containing 2 lots, subject to the fulfillment of requirements specified herein.
