Senior Citizen Health Promotion Program
Grant Project Ordinance

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. This project authorized is the Senior Citizen Health Promotion Program to develop a
comprehensive and coordinated County health promotion and disease prevention program for citizens
involving a partnership of public agencies,University Health Affairs and private groups.
Section 2. The officers of the County are hereby directed to proceed with the grant project in accordance
with the mutual cooperation agreement between the County and the University of North Carolina at Chapel
Hill, as approved by the Board of County Commissioners on June 30, 1997.
Section 3. The following revenue is anticipated to be available to complete this project:
Grant Funds (1994-95) $32,539
Grant Funds (1995-96) $37,498
Grant Funds (1996-97) $33,779
Grant Funds (1997-98) $44,755
Total Revenue $148,571
Section 4. The following amount is appropriated for this project:
Human Services-Senior Citizen Health Promotion $148,571
Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient specific
detailed accounting records to provide the accounting to the grantor agency.
Section 6. Funds may be advanced from the General Fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely manner.
Section 7. Copies of this grant project ordinance shall be made available to the finance officer for
direction in carrying out this project.
Section 8. There is one 40 hour permanent position(1 F.T.E.) associated with this grant project.
Section 9. This ordinance supersedes all previous "Senior Citizen Health Promotion" Grant Project
Ordinances.
Section 10. This project, originally adopted May 2, 1994 and subsequently amended, is in effect through
June 30, 1998.

Comprehensive Breast and Cervical Cancer Control Program 3

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina, the following grant project is hereby adopted.
Section 1. The project authorized is the Comprehensive Breast and Cervical Cancer Control
Program as awarded to the Orange County Health Department by the Centers for Disease
Control. The purpose of this grant is to provide screening and follow-up services for
women in Orange County.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document, the rules and regulations of the Centers for Disease Control.
Section 3. The following revenue is anticipated to be available to complete this project:

Section 4. The following amount is appropriated for this project:

Chapter 159 of the General Statutes of North Carolina, the following grant project is hereby adopted.
Section 1. The project authorized is the Immunization Action Plan Program as awarded to the
Orange County Health Department by the North Carolina Department of Environment,
Health and Natural Resources.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document, the rules and regulations of the North Carolina Department of
Environment, Health and Natural Resources and the budget contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:

Section 1. The project authorized is the Community Nutrition Promotion Program as awarded to the
Orange County Health Department by the State of North Carolina. The purpose of this grant is
to educate school children and adults regarding nutrition and cancer prevention.
Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant
document and the rules and regulations of the State of North Carolina Department of
Environment, Health and Natural Resources.
Section 3. The following revenue is anticipated to be available to complete this project:
Community Nutrition (1996-97) $24,800
Section 4. The following amount is appropriated for this project:
Human Services- Community Nutrition $24,800
Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient specific

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the COPS FAST Program as awarded to the Orange County
Sheriff s Department by the U.S. Department of Justice, Community Oriented Policing Services. The three
year grant provides funding to enhance community oriented police efforts in jurisdictions with populations
of less than 50,000.
Section 2. Under the terms of the agreement, Orange County will administer the grant as fiscal agent.
The officers of the County are hereby directed to proceed with the grant project within the grant document,
the rules and regulations of the U.S. Department of Justice, Community Oriented Policing Services .
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental(1995-96) $25,108
Intergovernmental(1996-97) $25,108
Intergovernmental(1997-98) $26,016
Total Intergovernmental $76,232
Section 4. Approximately seventy five percent of the total cost of this project is funded by grant funds.
The required match for this grant is included in the Sheriffs Department General Fund operating budget.

Chapter 159 of the General Statutes of North Carolina, the following grant project is hereby adopted.
Section 1. The project authorized is the COPS FAST Program as awarded to the Orange County
Sheriffs Department by the U.S. Department of Justice, Community Oriented Policing
Services. This award represents a second award from the U.S. Department of Justice for the
community oriented policing services. The three year grant provides funding to further
enhance community oriented police efforts in jurisdictions with populations of less than

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina,the following grant project is hereby adopted.
Section 1. The project authorized is the Community Development Block Grant which will provide
funds for infrastructure (water, sewer, roadways) in Phase II of the Efland Estates
subdivision. This subdivision is being developed by Habitat for Humanity and will provide
opportunities for five first time homebuyers. This project will be funded with a block grant
from the North Carolina Department of Commerce.
Section 2. The officers of the County are hereby directed to proceed with the project within the budget
contained herein.
Section 3. The following revenue is anticipated to be available to complete this project:

Commissioner Carey clarified that the money for the loan pool and the Strategic
Automation Plan is in a reserve account.
Motion 1 -A motion was made by Commissioner Carey, seconded by
Commissioner Halkiotis to adopt the 1997-98 Orange County Budget Ordinance as presented in
the agenda.

Motion 1 b -A motion was made by Chair Crowther, seconded by Commissioner
Carey to approve the budget ordinance amendment, the grant project ordinances, and the
