PURPOSE:
To consider awarding a bid and approving contracts for the Efland Estates Community Development
Block Grant (CDBG)Program.
BACKGROUND:
In August 1996, the County was granted $145,750 in CDBG funds to provide the public water and
sewer and street paving for a small, nine(9) single family subdivision being developed by Habitat for
Humanity of Orange County, NC, Inc. in the Efland community.
Bids were received for the required site improvements on June 12, 1997. A copy of the Engineer's
certified bid tabulation is attached. The consulting engineering firm for this project recommends
awarding the contract to the lowest responsible bidder, Carl Norris Construction Company. This
company's bid price is $127,377.00.
However, this amount exceeds the available funds for the project. The total grant amount is
$145,750 less consulting engineer costs of$28,960 leaves $116,790 available for this project. The
engineer for this project, Coulter, Hart, Jewell, and Thames, PA., in consultation with the County
Engineer Paul Thames have identified the following project modifications to reduce project costs:
Delete Items 7, 8, 14A, 14B, 14C , 16 and reduce the quantity of Item 10 to 75 tons. (These items
are delineated on the Bid Tabulation Sheet attached to this abstract.) This will provide a cost savings
of $13,900. Thus, the final contract price is $113,377 which is within the allocated budget for this
project.
RECOMMENDATION(S):
The Manager recommends: 1)awarding the bid to for the Efland Estates CDBG Program to Carl
Norris Construction Company of Burlington, NC; 2)Approve construction contracts, contingent
upon staff and attorney review; and 3) Authorize the Chair to sign the contract on behalf of the
Board.
