Purpose
To receive a grant to purchase a computer and software so the County's
Emergency Management Agency can manage chemical information for planning
purposes.
Background
In 1993, the North Carolina General Assembly established six(6) hazardous
materials regional response teams. The second phase of the comprehensive
approach to hazardous materials preparedness and response, is the local
government's ability to communicate electronically with the North
Carolina Division of Emergency Management. To accomplish this,the State
is providing grants for all local Emergency Management offices to buy computers
and software, according to state specifications that will allow this communication.
Recommendation
The Manager recommends acceptance by signature of the grant award, as received
from the North Carolina Division of Emergency Management.

The North Carolina Hazardous Materials Regional Response program was established by
the General Assembly in 1993. This program currently supports six Hazmat Regional Response
Teams(RRT's) available twenty-four hours a day to respond to hazardous materials incidents and
accidents requiring technician level entry capabilities. The teams are now in full operation and are
providing outstanding levels of service across the state.
The response capabilities of the RRT's is only a portion of a comprehensive approach to
hazardous materials preparedness and response. Equally important is a local government's ability
to manage chemical information for planning purposes, utilize readily available chemical response
computer software and to communicate electronically with our Division of Emergency
Management operations section in Raleigh via the Internet. To this end we are making grants
available to local governments to provide funding for the purchase of microcomputers as well as
related equipment and/or software.
This funding is intended to provide the capabilities described above to county Emergency
Management offices across the state.

Special conditions have been applied to this Grant as indicated below:
1. Funding will be made available contingent upon the Grantee procuring a microcomputer
having specifications equal to or greater than specifications stated in Attachment A.
2. The Grantee will procure software needed to access Internet.
3. If service is not already available,the Grantee will subscribe to the services of an Internet
access provider.
4. The Grantee will electronically communicate with the Division of Emergency
Management through Internet.
5. The Grantee may use this system to electronically submit SARA Title III information.
6. The Grantee may acquire and install CAMEO (hazardous materials management)
software.
This Grant shall become effective as of the date of award upon return to the Division of
Emergency Management of the original and one copy of this award,properly executed on behalf
of the Grantee.
