BACKGROUND: The construction project for the Public Works Maintenance Facility included funds for the access road as well as some parking lots to be paved. Bids for this work were solicited for April 17, 1997 with only two bidders responding. Since the Statutes require three bidders for an advertised sealed bid, advertisements were placed again for the re-bid to occur on April 29, 1997. This call yielded three bidders, with the lowest bid being submitted by Blythe Construction, Inc. The specifications were written around a number of alternates to allow for acceptance of the bid in the event the quoted price was unmanageable from a budgetary perspective. An explanation of the base bid and alternates is as follows. A plan sheet is attached to facilitate interpretation of the alternates: • Base bid includes paving of the access road from Highway 88N to a point just north of the turn off to the fueling island, around the fueling island, and around the maintenance facility itself. • Alternate #1 includes paving of all of the areas mentioned in the Base Bid and completes the paving of the access road just north of the turn off for the fueling island to the maintenance facility. • Alternate #2 completes all of the work mentioned in Base Bid and Alternate #1 above, and paves one parking lot adjacent to the Maintenance Facility, one parking lot adjacent to the Public Works Administration Building and the access road leading from the Maintenance Facility to the Public Works Administration Building. • Alternate#3 completes all of the work mentioned in Base Bid, Alternates#1 and #2 as well as paves the one remaining parking lot to the south of the maintenance facility. r 2 t Acceptance of Alternate #3 is recommended and will pave all of the areas on the site where paving is appropriate. Although the funds available through the Public Works Maintenance Facility are insufficient to complete all of the paving on the site, the paving prices reflected in this bid were significantly lower than those which we have seen in recent history. It would, therefore, seem to be in the County's best interest to identify additional funds in order to take advantage of this opportunity. It is proposed that funding for Alternate#3 be accomplished as follows: • Public Works Maintenance Facility Project Fund (apprx. $122,000); • Public Works operating budget(apprx. $20,000); • Solid Waste Convenience Centers (apprx. $34,800). The County Engineer will provide on-site supervision during the paving process. Compaction testing, as needed, will be contracted to a third party testing company.
