Purpose: To consider amending the Orange County Classification and
Pay Plan by:
• Establishing the new class of GIS Mapper II at Salary Grade
66 ($25,928 - $41,226).
• Establishing the new class of GIS Assistant at Salary Grade
63 ($22,398 - $35,615).
Background: Over the past several years, Land Records/GIS employees have
been attending training sessions and receiving on the job
training in the capabilities and use of the Geographic Information
System (GIS). In this period, the duties and responsibilities of
the Land Records positions have changed to included GIS
functions. Since May 1996, Land Records employees have
performed most of their mapping functions with the use of the
GIS.
Because of the development of the GIS role, the Land Records
Director requested that Personnel complete a current

classification and pay study of the property mapping and related
positions in Land Records.
Personnel received updated position descriptions for each of the
four positions involved and has completed this review. Based on
the classification study and review of available labor market
information, Personnel has identified the following position
classification changes within the existing Orange County
Classification and Pay Plan:
• One Property Mapper II position currently at Salary Grade 64
will be reclassified to the already existing class of GIS
Mapper 1, still at Salary Grade 64.
• One Property Mapper I position at Salary Grade 62 also will
be reclassified to an existing class of GIS Mapper I at Salary
Grade 64.
In addition, Personnel is recommending that:
• One Property Mapper II position at Salary Grade 64 be
reclassified to a new class of GIS Mapper 11 at Salary Grade
66.
• One Appraisal Technician position at Salary Grade 63 be
reclassified to the new class of GIS Assistant, still at Salary
Grade 63.
The GIS Mapper II level is recommended to recognize the higher
level of technical complexity involved in:
• Creating customized GIS maps using advanced computer
functions;
• Working with data bases and performing data analyses;
• Troubleshooting and resolving GIS mapping problems which
may occur.
The GIS Assistant class recognizes a range of duties in
preparing information for GIS mapping. These include reviewing
maps, documents and computer reports to complete information
for mapping and researching areas needing adjustment or
revision.

Funds to implement the results of the classification and pay
study, included the new class of GIS Mapper II are available
within the approved budget for 1996-97.
Recommendation: The Manager recommends the Board approve amending the
Classification and Pay Plan by:
• Establishing the new class of GIS Mapper II at Salary Grade
66.
• Establishing the new class of GIS Assistant at Salary Grade
63.

GIS ASSISTANT
GENERAL DEFINITION OF WORK:
Performs responsible technical work in assigning/creating PINs and coordinating project
work for the GIS.
Work is performed under regular supervision.
TYPICAL TASKS:
Assign/create parcel identification numbers (PIN)to the face of land records documents;
Performs basic property record editing such as mergers or splits to assign/create the PIN;
Preassign documents to be recorded at a later date;
Assists public, agencies, and employees from other County departments with land records
questions in person or by phone;
Assists the public in using the computer to review land records documents.
Reviews and compares computer printouts to documents and plats to locate missing
information;
Reviews documents for active parcel identification numbers;
Files documents in tile order and labels documents for GIS Mappers;
Makes status maps of townships to keep record of updates completed;
Reviews problem areas on tax maps and determine if maps are ready for GIS use or if
further research is needed;
Reviews computer printouts which lists map references, but fail to show deed references
for ownership;
Searches data on computer and documents to locate deed references according to
properties plotted;
Performs related tasks as required.
KNOWLEDGES SKILLS AND AEIL•ITIES•
General knowledge of the principles,practices,techniques and equipment of property
mapping; general knowledge of GIS and its functions and capabilities; ability to read and
interpret property description and title instruments; ability to establish and maintain
effective working relationships with associates and the general public;
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school
supplemented by at least 1 year of experience in working with parcel maintenance and
land records documents.
SPECIAL. REQUIREMENTS:
Certified mapper by the North Carolina Property Mapper Association and a certified
mapper by the State of North Carolina.

GIS MAPPER II
GENERAL DEFINITION OF WORK:
Performs difficult technical work in the preparation and maintenance of digital real
property maps, street centerline maps, and tabular data records; does related work as
required.
Work is performed under general supervision. Provides leadership, guidance and
direction to other mapping staff.
TYPICAL TASKS:
Performs advanced computer functions on the GIS which includes performing work at the
command level, outside of program applications and creating custom maps;
Uses GIS software and UNIX operating system to solve data management problems and
correct data files;
Provides workstation backup of data files;
Develops GIS parcel mapping capabilities and resolves and/or troubleshoots any
mapping problems that may occur;
Acts as a resource for any questions or problems relating to parcel mapping using GIS;
Informs County employees, realtors, and attorneys on how to use the GIS by providing
group demonstrations;
Serves as lead worker;
Develops and updates GIS user's manual and handouts;
Captures GIS data for system by using the keyboard, digitizer and mouse;
Queries data record for property information using GIS software applications;
Uses GIS software application to preassign PINS, data and road centerlines with
associated data such as addresses;
Performs related tasks as required.
KNOWL.EDGES. SKILLS AND ABILITIES:
Thorough knowledge of the principles,practices,techniques and equipment of GIS parcel
mapping; thorough knowledge of GIS technology; ability to read and interpret property
descriptions and title instruments; ability to operate computerized GIS mapping
equipment; ability to prepare accurate and neat drawings; skill in the use of GIS computer
hardware and software applications at the command level to do the needed data treatment
beyond the application level; ability to establish and maintain effective working
relationships with associates and the general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an
accredited community college with major course work in drafting, surveying, geometry
or related field and at least 3 years experience in using ARC/INFO software for parcel
mapping and parcel map creation.
SPECIAL REQUIREMENTS:
Certified senior mapper by the North Carolina Property Mapper Association and a
certified mapper by the State of North Carolina.
