PURPOSE: To receive citizen comment on a proposed amendment to change the
month in which Planning Board terms expire from February to March.
BACKGROUND: On April 6, 1992, the Board of Commissioners adopted a Resolution
for the Appointment and Orientation Process for Boards and
Commissions. Eleven procedures were included-in the Resolution,
including a requirement that appointment expiration dates coincide with
quarter ending dates. Article 2.2.4 of the Zoning Ordinance currently
states that Planning Board terms expire in February. The proposed
amendment changes the month of expiration to March.
RECOMMENDATION: Article 20 of the Zoning Ordinance requires that the Zoning Officer's
recommendation be presented to the Planning Board within 30 days of
receipt of an application. However,Article 20.4 exempts any application

for amendments to the Zoning Ordinance by either the public or the
County from the provisions of Article 20.3. In either case, though, the
public hearing is the time scheduled for presentation of the Zoning
Officer's Recommendation.
Zoning QLT=Recommendation
Provided that the Planning Board and Board of Commissioners find in
the affirmative, the Zoning Officer recommends approval of the proposed
text amendment.
Administration Recommendation
The Administration recommends that the proposed amendment be
referred to the Planning Board for a recommendation to be returned to
the Board of Commissioners no sooner than August 4, 1997.

PURPOSE OF AMENDMENT:
To change the month in which Planning Board terms expire from February to March.
IMPACTSIISSUES:
On April 6, 1992, the Board of Commissioners adopted a Resolution for the Appointment and
Orientation Process for Boards and Commissions. Eleven procedures were included in the

serving on boards and commissions will be adjusted to the nearest quarter ending
date....
Article 2.2.4 of the Zoning Ordinance currently states that Planning Board terms expire in February.
The proposed amendment changes the month of expiration to March, to correspond to the nearest
quarterly ending date.
PROPOSED AMENDMENT:
Article 2.2.4 Planning Board Tenure
a. The tenure of office shall be three(3)years. Members are eligible for reappointment for a
second full term, subject to the exclusion provided in 2.2.4c. After two consecutive terms a
member shall be ineligible for reappointment for one year after the expiration of the previous
terms.

b. Appointments shall be made so that one-third of the terms expire in lzebmar-y Marc h of each
calendar year.
C. Appointments made to fill vacancies shall be for the unexpired term and shall not be counted as
a term in determining eligibility for reappointment.
d. Attendance at the regular meetings of the Board shall be considered a prerequisite for
maintenance of membership on the Planning Board. The Board of County Commissioners may
declare a vacancy on the Planning Board because of a member's non-attendance.
e. Absence due to sickness,death of an immediate family member or similar reason shall be
considered approved absences and shall not affect the member's status. In the event of long
illness or other cause for prolonged absence,the member shall be replaced.
