PURPOSE: To receive citizen comment on a proposed amendment to update
information related to water supply and sewage disposal in the I-40/Old
NC 86 Economic Development District(EDD).
BACKGROUND: Article 2.4 of the EDD Design Manual(Environmental Factors) includes
sections on water supply and sewage disposal for each District. Text
pertaining to the I40/Old NC 86 District has not been amended since it
was originally adopted. The text includes descriptions of planned water
and sewer extensions,including scheduled completion dates. The
completion dates referenced in the Design Manual have passed. The
proposed amendment updates the status of these improvements.
RECOMMENDATION: Article 20 of the Zoning Ordinance requires that the Zoning Officer's
recommendation be presented to the Planning Board within 30 days of
receipt of an application. However, Article 20.4 exempts any application
for amendments to the Zoning Ordinance by either the public or the
County from the provisions of Article 20.3. In either case, though, the

public hearing is the time scheduled for presentation of the Zoning
Officer's Recommendation.
Zoning Officer Recommendation
Provided that the Planning Board and Board of Commissioners find in the
affirmative, the Zoning Officer recommends approval of the proposed text
amendment.
Administration Recommendation
The Administration recommends that the proposed amendment be referred
to the Planning Board for a recommendation to be returned to the Board
of Commissioners no sooner than August 4, 1997.

PURPOSE:
To update information related to water supply and sewage disposal in the I-40/Old NC 86 Economic
Development District(EDD).

I-40/Old N.C. Highway 86 District (page 2.4.24)
The I-40/01d N.C. Highway 86 Economic Development District has one service
provider - the Town of Hillsborough. Both water supply and sewage disposal services
are provided by the Town.

to the I-40/Old N.C. Highway 86 Economic Development District can be provided by
extension of the 12-inch water line.
Extending the 12-inch water main along Old N.C. Highway 86 to the I-40/01d N.C. 86
interchange, the approximate center of the District, would cost approximately$1-56
$150.000.. This cost includes -989 .000 linear feet of 12-inch ductile iron water line
at$2 4. Q per linear foot plus contingencies and engineering costs(25%). Longer term,
the Town of Hillsborough's Water Distribution System Plan calls for the extension of
the 12-inch water main from the interchange due east to N.C. Highway 86. The Plan
also calls for construction of a 500,000 gallon elevated water storage tank on the
western border of the District.
Sewage Disposal. The Town of Hillsborough is extending an 18-inch gravity sewer
line along Cates Creek to near the north side of I-85. in additie to ° 12

Extending the 12-inch gravity sewer main along Cates Creek, the northern boundary of
the District, to its intersection with Old N.C. Highway 86 would cost approximately
$584,375 $670,000. This cost includes 8,500 linear feet of 12-inch ductile iron gravity i
sewer line at W_JU per linear foot plus contingencies and engineering costs(25%). f
