Purpose
To consider a proposed capital project ordinance for Mechanical Systems for the
Chapel Hill/Carrboro City Schools.
Background
Included in the requested 1997-2007 Capital Improvements Plan from the Chapel
Hill/Carrboro City Schools are funds to replace the air conditioning unit at Culbreth
Middle School. This work must be completed during the summer when students are
not in session.
To meet this tight time frame, the Chapel Hill/Carrboro City School Board must approve
the bid for completion of the work in early June. Since the School Board may not award
the bid until funds are committed, the Chapel HiIVCarrboro City Schools staff is
requesting that the Board of Commissioners approve the capital project ordinance
appropriating $540,000 as of July 1, 1997. The actual funds will be appropriated in the
1997-98 budget.
The Chapel Hill/Carrboro City Schools also requested funds from the 1997-98 recurring
capital budget. However, in discussing this request with the Chapel Hill/Carrboro City
Schools finance officer, the Schools will be able to pay the $200,000 needed for the
Chapel Hill High School roofing project from existing fund balance.

The Board of Commissioners have approved project ordinances in advance of funds
have been actually appropriated for the Schools before. The most recent example is
the air conditioning project for Orange High School.
Recommendation
The Manager recommends that the Board of Commissioners approve the attached
capital project ordinance for Mechanical Systems for the Chapel Hill/Carrboro City
Schools .

Project Number 61-880-
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina,the following capital project is hereby adopted.
Section 1. The project authorized will replace the air conditioning unit at Culbreth Middle School.
This project will be financed with proceeds from the Schools'portion of the one-half cent sales taxes.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:
Transfer from the General Fund(1997-98) $540,000
Section 4. The following amount is appropriated for this project:
Mechanical Systems $540,000
Section 5. This ordinance,originally adopted May 21, 1997,shall be in effect until June 30, 1997.
Adopted this 21'day of May, 1997.

As you are aware,the 1997-98 Capital Improvement Plan includes funds for the replacement of
Culbreth Middle School's HVAC equipment and roof repairs at Chapel Hill A'igh School. In
order for activities to start in early June,project plans and specifications were completed,
advertising was conducted,and construction bids were opened. Architectshi and engmeerrs are in
.the process of certifying the bids and,in order to complete the.projects•witWn the summer time
schedule, contracts must be executed in May.
The.approximate financial commitments for the two-projects are as follows:
Culbreth Middle School HVAC Project - 5540,000•
Chapel Hill E tgh School Roofing Project. $200,000
Funding fin the Qanvth 11 Me School HVAC project is included in the 1997-98 CIP-
Mechanical Systems account. The amount:budgeted is$645,592.•Roofing repair fiu ub are
inchided.in the Remming Capital Budget for 1997 98 and•total 5712,406: ;

As you and Bill Mullin have discussed,we need to sign contracts on two projects that are to be
funded out 1997-98 CIP and Recurring Capital Budgets. Thew are projects tbst must be pursued
during the summer and in order to start work when the school year ends,we need to sign
contracts on these projects in the next few weeks. I have attached a letter from Bill Mullin. Both
projects have already been delayed several years past their needed completion.
Is it possible to receive a budget amendment from the County Comamssioners allotting us the
funds so that we may sign the cow? The funds would not be disbursed until after July 1,but
signing the contracts would obligate us for funds that we do not currently have budgeted.
The other option on the roofing may be to alloc of some of the available capital fiord balance.
The HVAC job is too largo to cover under any existing budget item.
Please advim. Thank you for any help,you may be able to offer.

B. MINUTES
The County Commissioners approved the minutes as presented for March 18, April 1, and
April 9, 1997.
C. AMENDMENT TO MASTER PURCHASE AGREEMENT BETWEEN Oran a COUNTY AND
ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE E( RSI), INC.
The Board approved and authorized the Chair to sign the renewal agreement with ESRI, the
County's vendor for most GIS hardware and software products.
D. CLASSIFICATION PLAN AMENDMENT - REVENUE TECHNICIAN
The Board amended the Orange County Classification and Pay Plan by(1) changing the title
of the Revenue Technician class at Salary Grade 63 ($22,398- $35,615) to Revenue Technician I still at
Salary Grade 63 and (2) establishing the new class of Revenue Technician II at Salary Grade 64
($23m518 - $37,392)

The Board awarded two housing rehabilitation contracts as listed below:

G. CONTRACT BETWEEN THE NORTH CAROLINA DEPARTMENT OF ENVIRONMENT,
HEALTH AND NATURAL RESOURCES AND THE Orange COUNTY HEALTH
DEPARTMENT
The Board approved and authorized the Chair to sign the annual consolidated contract
between the North Carolina Department of Environment, Health and Natural Resources and the Orange
County Health Department, which provides State and Federal funds to the Health Department to partially
support mandated services.
