Purpose: To consider amending the Orange County Classification and
Pay Plan by:
• Changing the title of the Revenue Technician class at Salary
Grade 63 ($22,398 - $35,615) to Revenue Technician I still at
Salary Grade 63.
• Establishing the new class of Revenue Technician II at
Salary Grade 64 ($23,518 - $37,392).
Background: Currently, the Revenue Office has a vacant Revenue Technician
position. Prior to beginning recruitment for the position, the
Revenue Director has assessed the needs of the office as well
as the functions of the Revenue Technician position.
As a result of the assessment, the Revenue Director has
restructured the duties and responsibilities of the vacant
Revenue Technician position. Specifically, the Revenue Director
has decided to assign responsibility to the vacant Revenue
Technician position for the collection of severely delinquent and

difficult collection accounts such as those which may require
initiating foreclosure proceedings or filing under the U.S.
Bankruptcy Code. The Revenue Technician will be responsible
for the following three major areas:
• Initiates and completes foreclosure proceedings following the
procedures outlined in North Carolina General Statutes.
• Administers and maintains all bankruptcy cases filed by
Orange County residents, ensuring compliance with the U.S.
Bankruptcy Code.
• Supports the collection of real estate accounts by
researching properties which have split, merged or
transferred and resolving ownership discrepancies.
The duties of administering and maintaining bankruptcy cases
and supporting the collection of real estate accounts previously
were performed by an Assistant Revenue Director. The
Assistant Revenue Director position has been realigned as an
Administrative Assistant providing overall office support.
The Personnel Department has completed a classification
review of the restructured vacant Revenue Technician position
to take account of the new duties and responsibilities.
• The other, existing Revenue Technician positions are
responsible for collecting, balancing and depositing revenue;
issuing licenses; and processing paperwork for
garnishments, attachments and Sheriff's levies.
• The vacant Revenue Technician position is responsible for a
more complex and higher level of work than the other
Revenue Technicians. This results from the work involved in
performing title searches of real property and administering
and interpreting foreclosure and bankruptcy requirements
and procedures.
Based on the classification study and review of available labor
market information, it is recommended that the Revenue
Technician position be classified as Revenue Technician 11 at
salary grade 64. It also is recommended that the title for the
existing positions be changed from Revenue Technician to
Revenue Technician I, still at salary grade 63.

Funds to implement the new class of Revenue Technician II are
available within the approved budget for fiscal year 1996-1997.
Recommendation: The Manager recommends the Board amend the Classification
and Pay Plan by:
• Changing the title of the class of Revenue Technician at
Salary Grade 63 to Revenue Technician I still at Salary
Grade 63.
• Establishing the new class of Revenue Technician II at
Salary Grade 64.

REVENUE TECHNICIAN I
GENERAL DEFINITION OF WORK:
Performs difficult skilled clerical and intermediate technical work collecting,balancing and
depositing revenue and taxes for the County; does related work as required.
Work is performed under regular supervision.
TYPICAL TASKS:
Receives,balances and makes daily deposits of revenue received by the County and other
County departments;
Reconciles all accounts receivable ledgers;makes accounts receivable adjustments;
Enters data into computer to appropriate account;
Generates distribution reports on taxes&miscellaneous revenue for Finance Department;
Generates and mails statements for beer and wine licenses; issues licenses and maintains files of
licenses;
Processes paperwork for garnishments,rent and bank attachments and sheriff's levies;
Generates and mails mortgage company proof list;
Receives and checks ad valorem tax payments in person and by mail;
Participates in quarterly audit of all departments that receive revenue;
Assists taxpayers,attorneys and paralegals with information;
Prepares necessary reports on collection activities;records refunds;
Notifies taxpayer of returned checks for nonsufficient funds by certified letter and maintains
computer and paper records of returned checks;
Assists with notifying taxpayer of delinquent taxes;
Assists with the collection of delinquent taxes by participating in foreclosure proceedings;
researching records; and using a variety of sources to contact property owners;
Assists with EMS billing and collection;
Performs related tasks as required.
KNOWLEDGE& SKILLS AND ABILITIES:
General knowledge of accounting practices and objectives;ability to instruct office personnel in
a variety of revenue collection functions;ability to plan work assignments and to organize office
procedures to obtain effective and efficient office operations;ability to maintain a large volume
of accounts,to prepare reports and to dispose of inquiries and complaints; ability to establish and
maintain effective working relationships with other division heads,subordinates,other
employees and the general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school,
supplemented by basic courses in bookkeeping or accounting and wordprocessing and at least 2
years experience in the banking industry,or in the collection of revenues or taxes.

REVENUE TECHNICIAN II
GENERAL DEFINITION OF WORK
Performs difficult technical work collecting delinquent taxes through foreclosures on real estate
accounts and administering and maintaining bankruptcy cases for the County; does related work
as required.
Work is performed under general supervision. Supervision may be exercised over subordinate
clerical and technical personnel.
TYPICAL TASKS:
Initiates and completes foreclosure proceedings following the procedure in North Carolina
General Statutes 105-375;
Prepares and mails initial letters of intent to foreclose;
Performs title search of delinquent real property taxes;
Prepares and files judgment with Clerk of Court and notifies property owners and all other
interested parties;
Sets advertisement date; advertises property; and prepares notice of sale for the Sheriff;
Coordinates all post sale matters, including deed preparation;
Administers and maintains bankruptcy cases,ensuring that all bankruptcy cases are in
compliance with the U.S. Bankruptcy Code;
Receives and reviews bankruptcy claim forms and processes all checks received from the
Bankruptcy Trustee;
Supports the collection of real estate accounts by researching properties split,merged or
transferred;
Researches and assists in solving land records and ownership discrepancies;
Assists taxpayers,attorneys,real estate agents,and citizens with information;
Assists in collecting taxes and processing gamishments;
Performs related tasks as required.
KNOWLEDGE& SKILLS AND ABILITIES:
Thorough knowledge of title searching for use in in rem foreclosure proceedings;thorough
knowledge of North Carolina's real estate practices and transactions including preparation of
deeds and preparation of foreclosure documents;thorough knowledge of North Carolina's real
property closing process and ability to communicate process to parties involved; ability to work
with attorneys to resolve title problems and prepare proper notices; ability to interpret and
analyze records found in the Register of Deeds and Clerk of Court Office; ability to establish and
maintain effective working relationships with County officials and officials outside of County
government.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from a certified paralegal
training program with an Associate of Arts degree in Paralegal Technology/Science and at least 2
years experience as a paralegal, legal secretary or related occupation or graduation from high
school and at least 4 years experience as a paralegal, legal secretary or related occupation:
