Background 1. Sheriff's Department- At the April 16 meeting,the Board of County Commissioners approved the six deputy I positions to staff the new jail addition. The 1996-97 budget includes a contingency appropriation for these positions. This budget amendment moves the funds ($43,558) for the salary and related costs for these positions from the Non-Departmental Sheriff's Contingency account to the Sheriff's Department operations account. (see page 2 of this abstract). 2. Corp of Engineers Drainage Basin Study-On April 1, 1997,the Board of County Commissioners approved an appropriation from their contingency account for$6,250 as the County's first of two installments for the drainage basin study project. The$200,000 cost of the study of the Bolin,Booker, and Morgan Creek watersheds will be shared between the Corp,the State,UNC, and local governments. The Corp.will pay one half of the total cost;the State will pay one quarter of the total cost; and,UNC, Chapel Hill, Carrboro and Orange County will each pay$12,500.This appropriation from the Commissioner's contingency account pays one half of the County's share. The remainder of the County's costs will be budgeted in the 1997-98 operating budget. The balance of the Board of Commissioner's contingency account, after this appropriation is$94,046. The activity of this account since the beginning of the year is as follows: 1996-97 Original Budget $100,000 Prior year balance carried over from 1995-96 for Daycare if needed) $25,000 Habitat for Humanity Reimbursement for Impact Fees $9,704 Community in Schools for People Under 6 capital improvements $15,000 Drainage Basin Stud $6,250 Balance 121,04k 2 Recommendation The Manager recommends that the Board of Commissioners approve the attached budget ordinance amendments and capital project ordinances. SUBCONTRACT BETWEEN THE ORANGE COUNTY HEALTH DEPARTMENT AND THE CHAPEL HILL TRAINING OUTREACH PROJECT INC. The Board agreed to accept a subcontract from the Chapel Hill Training and Outreach project Inc. in the amount of$12,878.00 for the Orange County Health Department to provide supportive services to the Family Resource Center in Northern Orange County and authorized the health Director to sign the agreement in accordance with the policy previously approved by the Commissioners. 1. BUDGET AMENDMENT #7 The Board approved the following budget ordinance amendments: GENERALFUND Source - Non-Departmental - Miscellaneous $ (43,558) Appropriation - Public Safety $ 43,558 (to transfer from the Sheriff's contingency account for deputy positions to staff jail addition) Source - Non-Departmental $ (6,250) Appropriation - Non-Departmental Drainage Basin Study $ 6,250 (to budget one half of the County's share of the Corp of engineer's Drainage Basin Study) J. PETITION FOR ADDITION -ACORN RIDGE TRAIL AND OAKVIEW COURT IN ENO TOWNSHIP The Board accepted a petition from NCDOT approving the addition of Acorn Ridge Trail and Oakview Court in Eno Township to the State-maintained Secondary Road System. K. PRELIMINARY PLAN FOR BELMONT SUBDIVISION This item was moved to the end of the Consent Agenda for separate consideration.
