A RESOLUTION AFFIRMING ORANGE COUNTY'S
OPPOSITION TO THE PLANNED NC 751 CONNECTOR AND
DELETING THE CONNECTOR FROM ALL ORANGE COUNTY PLANS
WHEREAS, the Durham-Chapel Hill-Carrboro Urban Area Thoroughfare Plan depicts the
planned northward extension of NC 751 to connect US 70 with I-85 (The "NC 751
Connector" ); and
WHEREAS, the NC 751 Connector is not depicted nor endorsed by any of the mutually
adopted Thoroughfare Plans by Orange County and the North Carolina Board of
Transportation; and
WHEREAS, on January 16, 1995, the New Hope Creek Advisory Committee discussed the
planned connector road to NC 751 and identified as concerns the possible impacts on:
1) The NC 751 Scenic Road;
2) The Duke Forest research lands west of NC 751;
3) The New Hope Creek Corridor and tributaries including Mud
Creek and Sandy Creek; and
WHEREAS, on March 18, 1997 the Board resolved to pursue the deletion of the NC 751
Connector from the Durham Municipal and Durham-Chapel Hill-Carrboro MPO
Thoroughfare Plans; and
WHEREAS, the Board has adopted both general and specific plans to promote the orderly
growth and development of the area within Orange County, none of which endorse the
construction of the NC 751 Connector; and
WHEREAS, although some adopted plans depict the NC 751 Connector, it was not the intent
of the Board to endorse the construction of the facility, but rather to promote a
comprehensive system of bicycle and pedestrian facilities within Orange County;
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The Orange County Board of Commissioners does hereby with this resolution affirm that
the Board unanimously opposes the planned NC 751 Connector, and
2. The Board directs the Orange County Planning Board to pursue the timely deletion of any
mention or depiction of the planned NC 751 Connector from all previously adopted plans
including but not necessarily limited to, the EDD Design Guidelines, the New Hope
Corridor Open Space Master Plan, the Land Use Element of the Comprehensive Plan,
and the Joint Planning Land Use Plan through the proper and customary procedures, and
3. The Board directs the Orange County Planning Board to adhere, as much as possible, to
the following schedule in the deletion of all mention of the NC 751 Connector in the EDD
Design Guidelines: Present an amendment for Board of Commissioners decision on
August 4, 1997, and
4. The Board directs the Orange County Planning Board to adhere, as much as possible, to
the following schedule in the deletion of all mention of the NC 751 Connector in all
thoroughfare, bicycle, and pedestrian plans: Present an update of the Transportation
Element of the Comprehensive Plan for the Board of Commissioners decision in
February, 1998, and
5. If it is necessary as a result of plans being amended and adopted by the Board to delete
references to the NC 751 Connector, the Board directs the Planning Board to develop
Comprehensive Plan Amendments to insure that all references to the NC 751 Connector
are deleted from the maps and texts of all adopted and/or pertinent plans for Orange
County, and
6. The Board directs that in the future no proposed Orange County plans will include the
addition of the NC 751 Connector.
