Purpose:
To accept a contract amendment from the Orange County Partnership For Young Children
(OCPYC), the Local Smart Start Board. This contract will enable the Orange County Health
Department Dental Program to provide dental screening and education services to over 2,000
children, ages 0 - 5. The contract amount of$25,700 dollars will enable the Health Department
to subcontract with the School of Dentistry for the services of dental and dental hygiene students
and dental faculty who will provide the service between May and June 1997.
Background:
For the third time in the last four years, the Local Smart Start Board has contracted with the
Health Department to conduct an innovative educational and oral screening program for children
in the 0 - 5 age group. Using UNC School of Dentistry, dental and hygiene students supervised
by faculty, the Health Department will screen over 2,000 children for oral health problems while
providing educational services to parents and daycare staff. All children identified with problems
will be referred to their private dentist for care or provided care by the Dental School or the
Health Department through regular, ongoing treatment clinics.
The outcomes are to be achieved as follows:
1. To prevent dental decay in children age 0 -5 by promoting dental health education
programs.
2. To provide dental screening to those children not in daycare by arranging to provide
dental screening at the Orange County Health Department dental clinics.

PROJECT ABSTRACT
Project Title: Smart Start Dental Grant
Purpose: The purpose of this project is to promote preventive dental health education and identify needs and barriers
concerning access to dental care for children age 0-5 in day care centers,family day care homes and all other children
through the following: dental screenings; dental health education to teachers,parents and children; referrals for dental
treatment; follow-up services for children screened who are in need of dental treatment.
Population: 1. All children age 0-5 and their parents in Orange County will be given the opportunity to receive dental
screenings, dental health education and assistance in accessing dental care. 2. Day care teachers and providers would be
trained in the"Dental Health Curriculum Instructions for Pre-School Children"by the State Public Health Dental Hygienist.
Partnership Goals Addressed: 1. To improve early care and education service, 2. To enhance the health of young
children, 3. To enhance family education and support services, 4. To upgrade the delivery of services for young children,
5. To educate the community about the value of early services for young children. By providing dental health education to
teachers, day care providers and parents would help prevent tooth decay in children at a young age,preventing pain, infection
and costly dental treatment. Dental screenings would determine which children needed dental treatment,help parents receive
dental services by helping overcome the barriers to dental care.
Outcomes:
1. To prevent dental decay in children age 0 to 5 by promoting dental health education programs to teachers,day care
providers,parents and children. The education component would begin when the grant is approved The grant
coordinators and the Public Health Dental Hygienist would contact organizations and arrange for training sessions.
2. To provide dental screenings to those children not in day care by arranging to provide dental screenings at the Orange
County Health.Department Dental Clinics beginning September 1, 1996.
3. To provide dental screenings and education to children and their parents in day care organizations,family day care homes
and family resource centers would take place from May 1, 1997 through June 15, 1997,when the dental students have
graduated from dental school and before they take the dental boards.
Evaluation Summary:
1. The Dental Grant Accomplishments would be evaluated after the facts have been gathered from the dental screenings,
follow-up calls from from the screening teams and codirector, the data is analyzed and submitted to the Executive
Board of the Orange County Partnership for Young Children for evaluation.

Orange County Partnership for Young Children
CONTRACT AMENDMENT III
CONTRACT# 12
This agreement amends the contract between the Orange County Partnership for Young Children,
hereinafter referred to as the "Partnership", and Orange County Health Department, hereinafter
referred to as the "Contractor". This amendment is hereby effective on January 22, 1997.
As provided for under the terms of this contract, the Partnership and the Contractor agree to
amend the following provisions:
The total contract amount is increased. The FY 1996-97 funding award for the program
activity specified below will be:
Dental Screenings Project $25,700
All other terms and conditions as set forth in the original contract document shall remain in effect
for the duration of this agreement.
The Partnership and the Contractor have executed this agreement in triplicate originals, one to be
retained by the Partnership, one to be retained by the Contractor, and one to be on file with the
Partnership for state-level auditing or accounting purposes.
