A 10-year-old project for a
planned development near
Hillsborough came to light again
last week when the owner and
developers asked town
commissioners to consider annexing
the property once it's built.
Plans are to build Scotswood, a
mixed-use development of multi-
family dwellings, 410 mid-priced
single-family homes and a
community retail center on 330 '
acres at the intersection of U.S.70 I
E.and St.Mary's Road.
Developer Mark Zapolsky with
Mark Properties of Durham, said
the project was shelved in the mid
1980s due to lack of water
resources.but it had already gained
approval from Orange County.
Last Tuesday night, Zapolsky
asked town commissioners about
the possibility of doing a satellite
annexation,but commissioners said
they would prefer making it
contiguous. That means the
developers would need to get
permission to annex properties
between it and the town.
Town manager Eric Swanson said
five properties are between the town
and Scotswood.The plans are only
in the preliminary stages,he added.
"We are interested in working
with the town's planners to
maintain the density as approved,
yet rind ways we can dedicate more
open space for recreation and
possibly a town park,"said property
owner A.H.Graham Jr. in a letter
of request to commissioners.
Graham further stated that over a
short period of time that Scotswood
would become a natural addition to
the town's population.'
