Purpose:
To provide an update on the River Park to the Hillsborough Town Commissioners and the
Orange County Board of Commissioners.
Background:
Two years ago a group of organizations, including representatives from the Town, County,
Chamber of Commerce, Alliance for Historic Hillsborough, and the Occaneechi Indian Tribe,
began work to develop the approximately 5 acres of park land behind the new courthouse, along
the Eno River. The two governing bodies signed a resolution of cooperative effort in late summer
1995.
A tentative park design was approved at the Spring 1996 meeting between the governments.
Since that time, the work group has worked on various elements of the design. This week, the
filling of the bog is being completed. Later this spring, the Occaneechi Tribe will begin
construction of their palisade. Other updates are provided in the attached memo.
Recommendation: The managers recommend that the Commissioners accept this report as
information.

Re: Summary of Park Activities
The following is a summary of the updates provided at our March 18th meeting.
The Pond: George Horton reported that Roy Wilkerson is still waiting for drier ground to continue filling the bog.
Ted Abernathy was contacted by Nello Teer and has referred their offer of clean dirt to Roy.
Indian Village: John Jeffries reported that cedar poles and money were beginning to come in. He will ask the
Alliance for Historic Hillsborough to establish an account to manage the funds. Paul Thames, County Engineer,
has designed a pipe and concrete system to secure the poles. Some additional cedar trees will be obtained from the
grounds around Town Hall. The 1997 powwow is scheduled for the park grounds on June 13 and 14.
Pavilion: George Horton reported that the cost of the performance pavilion has been estimated at$55,000 plus
$18,000 for the brick option. George and Kathleen Turner are finalizing a grant request to the Kirby Foundation.
RC&D: Ted Abernathy reported that the RC&D has begun to evaluate our options concerning Stillhouse Creek.
The preliminary suggestion is that piping the creek would be very expensive. RC&D has not formally accepted
design and engineering as a project;but,we hope the will soon. Calvin Evans,Executive Director of the RC&D,
has visited the site twice.
Funding: Eric Swanson suggested that he and John Link could prepare a grant request to the Hillsborough
Tourism Board for bridge or trial funding.
Legislative Reauest: Bill Crowther reported that a letter would be going to the BOCC for adoption(3/18)to our
legislative agenda asking for funding support for this project. (Note: letter passed BOCC unanimously)
Joint Meeting: The Town and County elected officials will be meeting on April 9 to discuss a variety of subjects,
including the Park.
Estimated Costs: Although all are estimates,and some may be changing,the following gives the committee some
general parameters for project costs.

WHEREAS, on May 17, 1995, the Orange County Board of
Commissioners and the Hillsborough Town Commissioners
endorsed a cooperative effort to develop a park south of the
New Courthouse on county property; and
WHEREAS, interest has been expressed by the Hillsborough
Chamber of Commerce and the Hillsborough Historic Alliance to
participate in such a project; and
WHEREAS, such an effort will increase recreational
opportunities for the citizens of Hillsborough and Orange
County.
NOW, THEREFORE BE IT RESOLVED that the Orange County
Board of Commissioners and the Hillsborough Town Commis-
sioners hereby establish a work group consisting of two (2)
representatives from each of the following:
The Town of Hillsborough
Orange County
The Hillsborough Chamber of Commerce
The Alliance for Historic Hillsborough
AND FURTHERMORE, that this work group will be charged
with developing a Park Scope and Plan with financing
alternatives and a projected budget which does not require
county money for capital expenditures_
AND FURTHERMORE, that the Town Manager, County Manager
and respective staff with assistance from the State Planning
Office support the efforts of the work group.
AND FINALLY, that the work group report on its efforts
within six months of this resolution's adoption.
