BACKGROUND: On May 8, 1996, the Human Relations Commission(HRC) received notification that the application for designation as a Fair Employment Practices Agency (FEPA) had been approved. This designation provides a mutually agreed-upon process for handling employment discrimination complaints that are currently within the jurisdiction of both Orange County and the EEOC. On June 3, 1996, Orange County entered into a 1 year contract, effective as of 10/01/95, which provided for $50,000 in capacity-building funds, $500 for intake on 10 non- jurisdictional charges, and $1,200 for travel costs associated with EEOC training. Although originally Orange County had expected to receive 3 years of capacity-building funds, that policy has been changed so that all new FEPAs only receive 1 year of capacity-building funds. The attached contract for Federal Fiscal Year 1997 provides for$21,500 for processing and resolving 43 discrimination charges, $500 for intake for 10 non jurisdictional charges, and $1,200 for travel costs associated with EEOC training. RECOMMENDATION(S): The Manager recommends that the Board approve the contract and authorize the Chair to sign the contract. 2 U.S. EQUAL EMPLOYMENT OPPORTUNITY COMMISSION Washington, D.C. 20507 D r `.' e: 2 0 jcn ORANGc CCi!!;r; HUMAN RIGHTS& Orange County Human Relations Commission f t ,;c; 110 South Churchton Street Hillsborough, NC 27278 RE: Contract No. 7/5010/0145 Dear Director: Enclosed are four (4) copies of the proposed contract and Section K, entitled "Representations, Certifications and Other Statement of Offerors."
