PUBLIC CHARGE
The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its
citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow
citizens. At any time should any member of the Board or any citizen fail to observe this public charge,
the Chair will ask the offending person to leave the meeting until that individual regains personal control.
Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine
commitment to this public charge is observed.

NATIONAL DRINKING WATER WEE PROCLAMATION
This proclamation proclaims the week of May 5-11 as National Drinking Water Week.
ESTABLISHMENT QE JOINT PUBLIC HEARING ON INTEGRATED SOLID WASTE
MANAGEMENT PLAN
The Board will consider establishing a joint public hearing for May 22, 1997 on the integrated
solid waste management plan. All local governments are required by the State to have an adopted solid
waste plan in place by July 1, 1997.
-C, ORANGE COUNTY SENIOR GAMES
This proclamation proclaims the week of April 21-27 as Orange County Senior Games Events
Days and encourages citizens age 55 and over to participate.
D. COUNTY GOVERNMENT WEEK PROCLAMATION
This proclaims the week of April 13-19, 1997 as Orange County Government Week and
endorses activities planned during the week.

The Board will recognize the achievements of Job Training Partnership Act (JTPA)
Participants.
7. PUBLIC HEARINGS - NONE

A. APPOINTMENTS
The Board will consider appointments to Recreation and Parks Advisory Council,
Commission for Women, Hillsborough Planning Board and Hillsborough Board of Adjustments and the
Nursing Home Advisory Committee & Human Services Advisory Commission.
B. CAROLINA FRIENDS SCHOOL=SPECIAL USE PERMIT
MODIFICATION AND REZONING
The Board will consider a proposed modification to the Special Use Permit for Carolina
Friends School which would allow the school to swap acreage with Duke University-and modify the
boundaries of the school site.
C ORANGE COUN TRAVEL POLICY
The County Commissioners will consider adopting a revised travel policy that would update
and replace the County's existing travel policy.
V, PETITION FOR ADDITION : OAK POINTE LANE AND OAK POINTE COURT, BINGHAM
TOWNSHIP
The County Commissioners will consider a petition from NCDOT for approval of the addition
of Oak Pointe Lane and Oak Pointe Court in Bingham Township to the State-maintained Secondary
Road System.
E. CONTRACT WITH EQUAL EMPLOYMENT OPPORTUNITY COMMISSION . Q
The County Commissioners will consider approving a contract between Orange County and
the Equal Employment Opportunity Commission.
E. PROFESSIONAL SERVICES CONTRACTS BETWEEN THE HEALTH DEPARTMENT AND
ThE DEPARTMENTS QE FAMILY MEDICINE AND OB/GYN
This professional services contract is for medical back-up between the Health Department
and the School of Medicine departments of family medicine and OB/Gyn.
AUTHORIZATION QE T E RSVP RENEWAL APPLICATION AND AGREEMENT
This application is for a 3-year renewal of federal grant funding for RSVP. The County
Commissioners will consider approving the final application and to enter into an agreement with
corporation for National Service for the period July 1, 1997 through June 30, 2000 in the amount of
$112,530 ($37,510 per year) in federal funds.
Jf. EFLAND ESTATES CDBG PROGRAM :ENVIRONMENTAL REVIEW RECORD
The purpose of this item is to approve the Environment Assessment Checklist, to authorize
publication of a Combined Notice to the Public of No Significant Impact on the Environment and Notice
to the Public of Request for Release of Funds, and to authorize the execution of the Request for
Release of Funds for the Efland Estates CDBG Program.
L ZONING ORDINANCE TEXT AMENDMENT=SPECIAL USES=HISTORIC SITES NON_
RESIDENTIAL USE/MIXED USE
This amendment would allow the Board of Commissioners to reapprove Special Use Permits
for non-residential use of historic sites upon receipt of a report from the Planning Staff that the use has
maintained compliance with the provisions of the Special Use Permit.
I AMBERIDGE SUBDIVISION -PRELIMINARY PLAN
This property is located between University Station Road and the Chapel Hill Spur of the
Southern Railroad in northern Chapel Hill Township. Ten (10) residential lots are proposed on a 10.4
acre tract. The current zoning is Rural Residential and Lower Eno Protected Watershed.

The Board will consider a proposed Zoning Atlas Amendment which will correct an error
made in the initial zoning of Little River Township on January 1, 1994.

The Board will close the public hearing and consider renewal of a Class A Special use Permit
for the Old Place, a Bed and Breakfast establishment.
M. S gcial Use Permit-1-97 TBE jN AT BINGHAM SCHOOL
The Board will consider renewing a Class A Special use Permit for the Inn at Bingham School
to allow the site to continue as a bed and breakfast inn in accordance with Article 8.8.24 of the Zoning
Ordinance, Historic Sites Non-Residential Reuse/Mixed Use.
ITEMS FOR DECISION :REGULAR AGENDA
A. CONSULTANT CONTRACT=CEDAR GROVE NATIONAL REGISTER NOMINATION
(8:30-8:45)
The County Commissioners will consider a contract to hire Kaye Graybeal' Historic Resource
Specialist with DS Atlantic Corporation of Winston-Salem, North Carolina to complete the nomination of
the Cedar Grove crossroads area to the National Register of Historic Places.
IL IMPACT FEE REIMBURSEMENT POLICY(8:45-9:00)
The County Commissioner will consider the approval of a revised Impact Fee Reimbursement
Policy for Housing Development Agencies. The revision would enable the Commissioners to consider
reimbursement requests from non-profit organizations developing rental property on a case by case
basis.
_G, CHARGE]Q SKILL DEVELOPMENT CENTER ADVISORY COMMITTEE (9:00-9:15)
The County Commissioners will consider approving the charge for this committee. The Skill
Development Center's mission is to provide adequate training and services to allow all Orange County
citizens to be self-sufficient and free of all public and private assistance.
D, CORPS QE ENGINEERS DRAINAGE BASIN STUDY= FUNDING AGREEMENT WITH
TOWN QE CHAPEL HILL (9:15-9:30)
This agreement between Orange County and Chapel Hill would commit Orange County to
contribute two installments of$6,250 to a drainage basin study to be conducted by the Army Corps of
Engineers for Booker, Bolin and Morgan Creeks.
LEASE APPROVAL FQR=&CHURTON STREET (9:30-9:45)
The County Commissioners will consider approving a lease for space at 112 N. Churton
Street, Hillsborough to be used by the Clerk of Court for the Estates and the Child Support Enforcement
Division.
