PURPOSE: To confirm the appointment and salary of the new Orange County Director of
Elections.
BACKGROUND: Section 163-35 of the North Carolina General Statutes contains the provisions
for the appointment, compensation, and duties of a county director of elections. Whenever a
vacancy occurs in that office, it is the responsibility of the county board of elections to submit the
name of the person it recommends to fill the vacancy to the Executive Director-Secretary of the
State Board of Elections,who shall issue a letter of appointment. The county board of elections
recommends the salary of the director of elections,which is approved by the Board of County
Commissioners.
Bobbie Strickland,Orange County Director of Elections since 1969,will retire on April 1, 1997.
The Orange County Board of Elections has voted unanimously to recommend to the State Board of
Elections that Carolyn Thomas be appointed to succeed her as Director of Elections for Orange
County, effective April 1, 1997. The Board of Elections recommends that the salary for Ms.
Thomas be set at$45,451 annually,which equates to Grade 73, Step 6B of the Orange County Pay
and Classification Plan.
RECOMMENDATION(S): The Manager recommends that the Board of Commissioners approve
the salary recommendation of the Orange County Board of Elections.

Dear Mr. Bartlett:
At a meeting of the Orange County Board of Elections on Tuesday,
March 4, 1997, the resignation of the Director of Elections,
Barbara T. Strickland, was accepted.
Pursuant to G.S. 163-35, this is to notify you that, by a
unanimous vote, we recommend that Carolyn C. Thomas be appointed
to fill this vacancy effective April 1, 1997. Ms. Thomas has
been an employee of the Orange County Board of Elections for
twenty-five years and is highly qualified to fill the position.
