PURPOSE:
To provide a report of the Community Health Assessment from the Orange
County Healthy Carolinas Task Force, outline the next steps and
expected outcomes of the task force work and entertain any comments and
questions the Board of Commission members may have.
BACKGROUND:
The Board of Commissioners appointed the Healthy Carolinians Task Force
based on recommendations from the Orange County Board of Health. A
Steering Committee with representatives from the orange County Health
Department, UNC Hospitals and UNC School of Public Health has organized-
the work of the task force. After an introductory meeting of the task
force in October, 1995, the parties to the Steering Committee jointly
funded a contract with the School of Public Health to carry out a
community health assessment . This assessment involved analysis of
existing biostatistics from the North Carolina Center for Health and
Environmental Statistics, telephone surveys, interviews with key
informants and focus groups with specific target groups .
The preliminary report was presented to a task force meeting on
September 6, 1996 . A follow-up meeting was held on November 6, 1996,
to prioritize the problems identified in the assessment . Using state
of the art electronic technology, participants in the meeting ranked
the problems using two factors : "Impact and Willingness to Act" . The
attached letter from Moses Carey, Chair of the Healthy Carolinians Task
Force, lists the priority issues which scored high on both criteria.
The full task force will meet again mid-April to choose two or three
issues from the attached list upon which working groups will be
established to create action plans . These action plans will result in
grant applications for community-based approaches to alleviate the
problems identified. Because of the broad community representation on
the task force, we are optimistic that grant funding will be available
to support community-based priorities .
