BACKGROUND: At the February 18 meeting,the Board of Commissioners discussed issues related to the development of the Southern Village Elementary School site. Among the issues raised was a proposal that a full-size gymnasium be constructed, instead of the smaller programmed multi-purpose room, so as to accommodate wider community use of the facility. The Chapel Hill Town Council will consider a resolution(page 2) at their March 3 meeting requesting that the Board of Commissioners allocate funds for the construction of a full-size gymnasium. The Board requested additional information(see letter at page 3)regarding the possibility of pursuing the gymnasium proposal. The attached letter(page 4) from Chapel Hill Town Manager Cal Horton responds to questions about how the Special Use Permit application process might accommodate possible construction of a gymnasium. Chapel Hill-Carrboro City Schools staff representatives will be available to discuss function and financing issues related to the multi- purpose room/gymnasium proposal. RECOMMENDATION(S): The Manager recommends that the Board discuss the proposal and provide appropriate direction to staff. 2 r AGENDA#7d MEMORANDUM TO: Town Council Members FROM: Rosemary I. Waldorf,Mayor SUBJECT: Request for County Funding of Gymnasium at the Southern Village Elementary School DATE: February 24, 1997 (RESUBAHMED for March 3, 1997) In January, we referred to the Orange County Board of Commissioners a petition from the Chapel Hill-Canrboro City Schools for funding of a gymnasium at the new elementary school in the Southern Village. The idea for a gym was first proposed by our Parks and Recreation Commission. I recommend as a follow-up action that the Council request that the Orange County Board of Commissioners allocate $750,000 to fund a full-size gymnasium at the Southern Village elementary school. The Council might also wish to consider sugg that we work with the County to develop a concept plan for a park here. The Commissr ' request that a second access be allowed through the park land makes such planning seem reasonable. i believe that making this request now would bb timely..If the gymnasium is planned and built now,it would likely be less costly than adding to a structure once it is built. The attacbed resolution would make the request to the County. In addition to the interests expressed in the resolution, the Board of Commissioners' discussion also focused on the size of the school site and the proposal(see attached)to fund a full-size gymnasium rather than a multi-purpose room for the school. In an effort to fully understand the implications of such a proposal,the Commissioners request representatives of the Chapel Hill-Carrboro School System come to the March 5 Commissioners'meeting prepared to discuss the following items: 1. The pros and cons of building a full-size gym as compared to a multi-purpose room. 2. Definition of the public purpose of the gym;i.e.,is it more for recreation or school-related functions. 3. How such a gym would be financed and the implications for the CIP. 4. How would this potential change from a multi-purpose room to a gym affect the application to Chapel Hill for a Special Use Permit I believe that it is importam for us to address this issue not necessarily as a problem but as an opportunity in conjunction with the Town of Chapel Hill to jointly plan the best outcome for the children and citizens in this area If additional information is necessary,please call me or John Link, County Manager. The current special use permit application proposes a multi-purpose room.It was suggested at the Council's public hearing last week that a full-size gymnasium be built instead of a multi-purpose room. If the special use permit application were approved as proposed, construction of a full-size gym would not be approved, if a subsequent decision were made to pursue a gym,the special use permit would probably need to be modified. In our follow-up report to the Town Council on March Y° we will discuss the option of building in flexibility regarding the gymnasium. One way to do that would be for the Council to approve the special use permit with a condition like the following. "That a full-size gymnasium may be substituted for the multi-purpose room,in the approximate location of the multi-purpose room,upon approval of final plans by the Town Manager." I believe it would be useful for the designers to advise on whether a gym would fit on the site within its physical limits and within the floor area limits.
