BACKGROUND: One of the recommendations submitted to the Board of Commissioners by the Innovation& Efficiency Committee in April 1996 was that the County should develop and implement a written Strategic Automation Plan to serve as a blueprint for the County's automation enhancements over the next three to five years. A work group comprised of a number of department heads has begun to discuss the issues and priorities that will shape this plan. The Strategic Automation Plan is being prepared so that it will tie in to the 1997-2007 Capital Improvements Plan and the 1997-98 operating budget. Information Systems Director Dick Taylor will make a brief presentation about the work group's initial efforts, and will respond to any comments or questions the Board may have. RECOMMENDATION(S): The Manager recommends that the Board receive the report for information only at this time -an additional presentation to the Board is planned for Spring 1997. Orange County Strategic Automation Plan 2001 (SAP2001) Preliminary Report February 18, 1997 Background and Structure • Original Strategic Automation Plan recommendation from Innovation and Efficiency Committee in April 1996 • 16 member SAP2001 Working Group with a cross section of departments • Establishment of Advisory Group for review of plan development • SAP2001 to be presented to BOCC in Spring 1997 Current Information Technology Issues • Improvement of reliability of all computer systems including mainframe and PC network environment • Replacement of older components to improve maintainability • Assessment and improvement of systems security and disaster recovery • Enhancement and upgrade of existing critical systems • Continued improvements in user and IS staff skills • Assessment of computer system and application enhancement needs • Continued move toward integration of mainframe and desktop SAP2001 Time Horizons First 1 to 2 years- • clearer technology trends • near-term strategic initiatives solidify information technology infrastructure • aggressive initiatives to enhance or upgrade critical operational systems Year 3 to 5- • technology trends less clear or certain • strategic initiatives to emphasize workflow enhancements and document management • possible emphasis on telephone/computer/Internet integration
