PURPOSE: To advise the BOCC of a recent request by the owner of the Boone mobile home park to
obtain sewer service from the Efland sewer system by means of tapping onto one of the
system's force mains(the Hancor force main).
BACKGROUND: The Boone mobile home park, located on the north side of US Hwy 70 just east of
Frazier Road, was established in the mid-1960's. The park originally consisted of
one permanent"stick-built"residence and twenty mobile home spaces, each provided
with waste treatment by group or individual on-site conventional septic systems.
Since the 1980's many of the park's septic systems have experienced a cycle of
system failure and repair. As systems reached a point where they could no longer be
effectively repaired, the mobile home sites served by the irreparable systems were
vacated and not reoccupied. Ten mobile home sites have been vacated and not
reoccupied since 1990. The Environmental Health Section of the Orange County
Health Department estimates that,within the next five years, additional irreparable
septic system failures will reduce the park capacity by an additional two to four
mobile homes.
As of January 1997, ownership of Boone mobile home park transferred to Mr. Ernie
McBroom. Mr. McBroom has subsequently requested that the County allow
Boone's mobile home park to obtain sewer service from the Efland sewer system.
As the Efland sewer system's gravity collector mains do not extend to any point
within a mile of Boone mobile home park, Mr. McBroom has proposed to obtain

sewer service by tapping into the existing force main serving the Hancor
manufacturing facility. Boone mobile home park lies approximatley 1000 feet west
of the western-most point on the Hancor force main.
County staff have advised Mr. McBroorn that force main taps are not generally
permitted under County sewer policies. Mr. McBroom has also been advised that
exception to County,policy must be made by official action of the BOCC. He has
requested that the situation at Boone mobile home park be brought to the attention
of the BOCC.
As of this date, County legal, planning and engineering staff have not had the
opportunity to fiffly review the circumstances at Boone's mobile home park or to
evaluate the specifics of Mr. McBroom's requests and proposals.
RECOMAMNDATTON: The County administration recommends that the Board: a)receive this
report as information;b) direct staff to fully evaluate Mr. McBroom's
requests; and c)bring an updated report and Mr. McBroom's request
back to the Board as an item for decision at its March 3, 1997 meeting.
