Purpose: To consider a proposal by the Town of Carrboro to share the cost of facilitated meetings for
developing a land use plan for Carrboro's transition area. Such a land use plan would ultimately
require approval of Carrboro, Chapel Hill and Orange County.
Background: Please refer to the background material attached.
Recommendation: The Manager recommends approval with county share of the cost, $8,600,to come
from the Commissioners' contingency fund. Current balance is $100,296.

Dear Bill:
The Steering Committee for planning the facilitated meetings with residents of Carrboro
and the ETJ area on a comprehensive land use plan has reached consensus on dates and
formats for the meetings. The meetings will take place on two Saturdays,April 19th and
May 31st. Attendees will be required to be present at both sessions. We are anticipating
participation by residents of the Carrboro transition area,Carrboro residents,and the
elected officials of Orange County,Carrboro, and Chapel Hill_ Attached is the proposed
agenda for the meetings.
Since the goal of the meetings is to move to a land use plan that can be signori by aq three
parties in the Joint Planning Agreement,we are asking all three governments(Orange
County,Cartboro,and Chapel Hill)to share the cost of the facilitated meetings. The
Steering Committee proposed a formula for sharing the cost which has Orange County
and Carrboro sharing equally,i.e.,45%each,and Chapel Hill contributing 109/9. The
projected cost for the meetings is approximately$18,000. We are asking the Orange
County Commissioners and Carrboro Board of Aldermen each to budget$8,600 and
Chapel Hill Town Council to budget$1,800.
The items of the budget can be described in three categories:

estimated at 51,500 for two trips to the area. (See agenda for the

group facilitators for two days plus conference preparation and follow-
up for two days @$560/person1day and six small group facilitators for
two days 0$25 per hour(S2,400). The additional$2,480 is a budget
estimate for conference preparation and follow-up,including reports.

=:> $4,008 Conference support expenses, including postage, publicity, copies of
reports and materials, participants' survey, rental fees, and other
conference supplies. These expenses are numerous and more variable
but $4,000 is a reasonable estimate.
$18,000 Total Budget
Carrboro has paid all of the Dispute Settlement Centex charges for facilitating the Steering
Committee meetings amounting to over$3,000.
The agenda for the conference is the product of several months of Steering Committee
meetings where all decisions were made by consensus. The twenty-six Steering
Committee members worked very hard to come to this agreement. We anticipate that you
will continue to support his community effort.

plats, zoning map, and some suggested ordinance laaguagj -.to. :
attempt to address the participants' s concerns, values and
interests . The plan shall contain separate options for
particular sensitive and difficult areas or issues.
3. The plan and its options, . as determined by the Expert,
are forwarded to the Carrboro Planning Department for
distribution to the Conference's participants.
