BACKGROUND: At their meeting on February 3, 1997,the Board of Commissioners received and discussed information related to planned road access to the Southern Village Elementary School site. The school project's architects indicated that the Chapel Hill Town Council had scheduled a February 17 public hearing on the Southern Village project. The Board indicated its intention to consider a resolution at its February 18 regular meeting, that would be transmitted to the Town of Chapel Hill for inclusion in the public record of the Town's February 17 public hearing. The resolution indicates the Board's recommendations that consideration be given to improving pedestrian and/or vehicular traffic between the Southern Village Elementary School site,the Town's Park& Ride lot, and the planned Southern Community Park. The resolution also endorses development of a second road access, from the south, to the school site. RECOMMENDATION(S): The Manager recommends that the Board adopt the proposed resolution, and direct the Clerk to transmit it to the Chapel Hill Town Council for inclusion in the public record of their February 17 public hearing. ORANGE COUNTY BOARD OF COMMISSIONERS A RESOLUTION IN SUPPORT OF ENHANCEMENTS TO ROAD ACCESS TO THE SOUTHERN VILLAGE DEVELOPMENT PROJECT WHEREAS, during the February 3 meeting of the County Commissioners,the Board reviewed one site plan and proposed traffic pattern for the Southern Village Elementary School, based on information provided by Chapel Hill-Carrboro Schools officials and project architects; and WHEREAS, as a result of this discussion,the Board of County Commissioners indicated a desire to express its concerns about road access by means of a resolution to be introduced for the record at the February 17 public hearing of the Chapel Hill Town Council on the Southern Village Project; NOW THEREFORE BE IT RESOLVED THAT the County Commissioners hereby indicate their concerns about having adequate access to the Southern Village Elementary School site, and their support for the following three concepts: 1. Connections between the school site and the Town's Southern Community Park site, and between the school site and the Town's Park& Ride lot, at least by pedestrian access. 2. A connection between the school site and the southern park site that would allow for a second road access to the school from the south. 3. A connection between the Park& Ride lot and the southern park site. This, the 18th day of February, 1997.
