BACKGROUND: At Commissioner Brown's request, the Chapel Hill-Carrboro City Schools (CHCCS) staff are working with the Southern Village Elementary School architects to provide information about the site's development, with particular emphasis on the site's roads (see attached staff memo). Copies of the proposed site plan and recombination survey are also attached. These documents were included at the first closing of the private placement financing of the Southern Village Elementary school in December 1996. CHCCS and/or project representatives plan to be available at the February 3 meeting to respond to any Commissioner questions about the project. RECOMMENDATION(S): Receive as information. w 2 CHAPEL HILL - CARRBORO CITY SCHOOLS Lincoln Center, Merritt Mill Road Chapel Hill, North Carolina 27516-2881 Telephone: (919) 967-8211 Fax: (919) 933-4560 Nei!!iti Pedersen Chester F.Preyar,Assistant Superintendent Superintendent for Support Services William J Mullin,Director of Facilities Management MEMORANDUM TO: Neil G. Pedersen FROM: Bill M SUBJECT: South Village Roads DATE: January 29, 1997 A review of the construction standards and maintenance responsibility of the roads in Southern Village Development has been conducted. After consulting with the Town of Chapel Hill, Southern Village Development Company,North Carolina Department of Transportation, project architects, and engineers, the following information can be stated regarding the issue. The roads within the Southern Village development were not constructed to meet State standards, rather, they were built to meet Town of Chapel Hill construction standards. This is similar to other subdivisions in the Town. It is important to note however that the pavement design for Main Street, Copperline Drive, and Kildaire Road does meet State standards. In fact, these roads are currently supporting Town buses that service the park and ride facility located near the school site. They would also be used by school buses traveling to and from the elementary school. The roads are presently owned and maintained by the developer, Southern Village Limited Partnership. They have been deeded to and accepted by the Town of Chapel Dill. When the Town completes other requirements, the roads will be annexed and maintained by the Town. The process of a developer constructing roads meeting Town standards, not State standards, and maintaining them until the development is annexed and maintained by the Town has occurred on many occasions. As an added measure of assurance, the developer of Southern Village is providing written permission to the Chapel Hill-Carrboro City Schools to use the roads for school bus transportation. The developer will also restate its responsibility for road repairs while the roads are privately owned. 7 3 Two additional access roads are planned for the north and west sections of the development and will provide future connections to Smith Level Road and Culbreth Road. The Town of Chapel Kill directed the developer regarding the exact location of these connector roads and would be the appropriate entity to answer questions regarding there location. cc; Chet Preyar Mary Lin Truelove POPERTY LDC • PROD an r DROP OFF LAKE tE r r x r ` r ME • .c r r / • STAFF PiAR M LOR f 1 E mmmi imi Z v r ♦ PROVERTY LAE rP i w w iwwrw w www w w write r r w rr r sir w ■ EJOSTjw CPARIC # Rll+' LQT?
