Kittrell, Assistant County Manager TELEPHONE NUMBERS: -- ext. 2300 Hillsborough 732-8181 Chapel Hill 968-4501 Durham 688-7331 Mebane 221-2031 PURPOSE: To approve the composition of the Skill Development Center Advisory Committee and receive an update on Skill Development Center implementation. BACKGROUND: The agencies scheduled to co-locate in the Skill Development Center(Joint Orange Chatham Community Action Agency, Department of Social Services-Work First Program, Orange County Literacy Council,Employment Security Commission and Durham Technical Community College)have met with the County Manager's Office to suggest a possible composition for the Skill Development Center Advisory Committee. Also,the 24-member Skill Development Program Board,who completed its work in December 1995,were polled to determine if they would like to be considered for appointment to the committee. Five members indicated they would consider serving if appointed. Proposed Composition of Skill Development Advisory Committee The Skill Development Center Mission is: to provide adequate training and services to allow all Orange County citizens to be self-sufficient and free of all public and private assistance. The mission will be accomplished by: supporting a holistic approach to coordinating skill development and job search services to citizens; creating a"one stop"information center for skill development and employment services; establishing formal linkages between existing supportive services and skill development opportunities; co-locating agencies offering training and employment services; designing training to better match emerging jobs and include but go beyond the basic"3 Rs",providing world of work skill training; and incentives to employers. 2 The advisory committee should support the mission by ensuring that the Skill Development Center activities offer labor market information, provide access to career training and job placement services, and serve as the connection between employers and qualified workers. The composition should include eight members 1-county commissioner, 2-school board, 2-major employers, 2-community at-large, 1-workforce development board member(formerly named Private Industry Council). Meetings should be held every other month until the center is operational. Regular meetings should be quarterly after center programs and activities are implemented. Skill Development Center Update On August 20, 1996 staff presented a programming plan to the Board. Since that date several occurrences have taken place. • Staff has met several times with a local architect to develop a final layout and preliminary upfitting cost for the building located at 503 Franklin Street. Staff has also met with Durham Technical Community College to determine if construction,electrical and plumbing students can assist with the renovations of the buildings. Discussions are ongoing with the Community College. • In October, the Workforce Development Board(formerly named the Private Industry Council (PIC), which oversees Job Training Partnership Act Programs(JTPA),and composed of representatives from Orange,Alamance, and Randolph Counties, submitted a grant proposal to the State for the establishment of a JobLink Career Center(State official name for Skill Development Center) funding. • The County was notified in November that the State did not award a grant to the three county JTPA Service Delivery Area of Orange, Alamance,and Randolph. If funded, Orange County's share would have been approximately $65,000 for the Skill Development/JobLink Center. Seven other Service Delivery Areas in the state received grants for their Centers during this funding cycle. (Fifteen counties in the state have Skill Development/JobLink Career Centers). We are currently critiquing the three county proposal and plan to discuss with the State their rationale for not funding our Service Delivery Area. Another funding cycle is forthcoming and the Service Delivery Area will apply again. • On November 19,Triangle J Council of Government submitted a grant proposal for$238,000 on behalf of the County to the Federal Economic Development Administration for Skill Development Center Funding. County staff assisted in the drafting of the grant. Notification of grant award is scheduled for February 1997. Also, Attachments I, II, and III clarify several questions raised at the August 20 meeting. RECOMMENDATION(S): The manager recommends that the board approve the composition of the Skill Development/JobLink Career Center Advisory Conunittee. By offering a wide range of service options from self-service to full- service, Skill Development/JobLink Career Centers offer comprehensive training and employment services to the community. • A Skill Development/JobLink Career Center makes the best use of scarce resources while serving all citizens of Orange County. Staff work together as a team to provide the most comprehensive and efficient workforce development system possible. Orange County Board of Commissioners Regiov�al Consolidated Services Workforce Development Board (WDB) formerly named Regional Consolidated Services Private Industry Council(PIC). Orange,Alamance,and Randolph Counties compose the Regional Consolidated Services Workforce Development Board. The Workforce Development Board has 18 members; 6 members represent each county.WDB meets quarterly in the three counties. Work Force Development Boards in the state are responsible for Job Training Partnership Act (JTPA)Programs and JobLink Career Centers. Skill Development/JobLink Career Center Advisory Committee Support the mission of the Skill Development/JobLink Center and advise BOCC County Manager Provide general oversight,develops annual budget, ensures policies and procedures are consistent with State requirements Skill Development/JobLink Career Center Management Team The Management Team will be composed of the agency heads occupying the building(JOCCA, OCLC, DSS-WorkFirst Program,DTCC,and ESC). The management team oversees the day-to-day operations and will meet as often as necessary,but not less than weekly to discuss coordination and Center activities. The Team leader will be the DSS-WorkFirst Program Manager. The team leader will be responsible for convening regular meetings of management team, oversight of the physical facility, coordinating with other county departments (purchasing,finance, public works,transportation, etc.) for services.
