PURPOSE: To apply for $15,111 in special state funds to promote rural
public transportation and enter into an agreement with the
N.C. Department of Transportation for FY1996-97.
BACKGROUND: The Orange County Transportation Program is recognized as a
NCDOT Section 5311 rural public system and is eligible for
special funds to subsidize existing O.P.T. (Orange Public
Transportation) public routes by paying 80% of the fully
allocated cost of public rider trips. Two senior citizens
fixed routes and one Orange Enterprises route have been
identified, along with the OPT North-South Link public
shuttle, as available to the general public. The N.C.
Department of Transportation will reimburse on a per-trip
basis. The purpose of the Rural Public funds is to
encourage rural and small urban systems to expand
public ridership in addition to providing human service
agency transportation. The additional funds will support
our current operations.
RECCMMENDATION: Manager recommends approval of NCDOT Rural Public
Transportation funds and Chair to sign the
Certified Statement of Participation for FY 1996-97.

Certified Statement
l'ursuant to Article 213 of Chapter 136 of the North Carolina General Statutes which designates
the Department of Transportation as the agency of the state of North Carolina responsible for
administering all federal and/ter state programs relating to public transportation, and grants the
department authority to do all things required under applicable federal and/or state legislation to
properly administer the public transportation programs within the state of North Carolina, this is

I. l Mils received will be used to provide rural,general-public transportation services for SFY 1996-07.
2. l-ands will be used in a manner consistent with the local General Public Services Plan.
3. Interest dividends earned on these funds will be expended in accordance with prograin l,R,idclines.
4. Information about use of the funds will be provided at such time and in such manner as the
department may require.
