Purpose: To consider revisions to the Administrative Leave section of the
Orange County Personnel Ordinance.
Background: When extremely hazardous weather conditions occur, the
Orange County Personnel Ordinance provides for modification of
County operations in accordance with the Hazardous Weather
Plan and for Administrative Leave for employees during periods
of officially delayed openings and early closings.
The attached draft revision to the Administrative Leave section
includes the following updates and modifications:
• Clarification that Administrative Leave is granted only by the
County Manager.
• Updates to reflect the term Vacation rather than Annual
Leave and clarification that Petty Leave also may be used for
missed work time and missed work time may be made up.
• Modification to provide for additional straight time pay rather
than overtime pay for hours worked by employees required to
work during periods of officially delayed openings and/or
early closings. The effect of the change is that a non-exempt
employee required to work would receive pay at a double
time rate rather than pay at a time and a half rate for required
hours worked during official closings. Management and
supervisors in discussion with employees have considered
the options to address such required work time and have
identified the recommendation here as the best option.
• Clarification that the Sheriff's Department and Emergency
Management Services operate under separate hazardous
weather plans and are not covered by this section.
Recommendation: The Manager recommends the Board adopt the attached
revision to the Administrative Leave section of the Personnel
Ordinance.

Article IV, Section 3.0, Administrative Leave
3.0 Administrative Leave
3.1 County government shall remain accessible to the citizens. Many critical
functions must be staffed regardless of the weather conditions. However,
when severe storms cause extremely hazardous driving conditions, County
operations shall be are modified in accordance with the Hazardous
Weather Plan.
During periods of hazardous weather conditions, the following shall
applies to employees:*
-Administrative Leave as determined by the County Manager shall be is
granted for officially delayed openings and/or early closings.
-Aammg Vacation Leave and/or Petty Leave shall be is charged or time
may be made up at a later date as provided in the Hazardous
Weather Plan when employees elect not to report for work, report late
or leave early.
-o-•�o Pay at the employee's hourly rate for hours worked during
an official closing in addition to regular pay be is granted to
FLSA non-exempt employees required to work when the offices are
officially closed due to hazardous weather.
*Employees of the Sheriffs Department and Emergency Management
Services are not covered by this section and operate under the respective
department's hazardous weather plan.
