Monday, October 17, 1949
The Board of Commissioners for the County of Orange, North Carolina, met
in adjourned regular session on October 17, 1949, at 10 o'clock, A.M., at the
Courthouse in Hillsboro, North Carolina, the usual place of meeting.
Present: Chairman Collier Cobb, Jr. and Commissioners Ben F. Wilson and
H. G. Laws.
Absent: None
The Chairman announced that this was the hour and date fixed by the Board
for the public hearing upon the orders entitled:
"ORDER AUTHORIZING 51,000 000
SCHOOL BUILDING BONNDSA
and
"ORDER AUTHORIZING 5250,000
COURTHOUSE BONDS ",
and that the Board would immediately hear any and all citizens and taxpayers
who might desire to protest against the issuance of said bonds.
No citizen or taxnayer of the County appeared, either in person or by at-
torney, to protest against the issuance of any of said bonds, and the clerk
announced that no protest in writing, signed by any citizen or taxpayer, had
been "nresented.
Thereupon Commissioner Laws, introduced the following resolution which was
read:
WHEREAS, on October 3, 1949, this Board passed on first reading an order
introduced on said date authorizing $1,000,000 School Building Bonds of Orange
County, and an order introduced on said date authorizing $250,000 Courthouse
Bonds of said County; and
'BHEREAS, on said date this Board directed the clerk to publish each of sai
orders, together with the annended note as required by The County Finance Act,
as amended, in The News of Orange County not later than October 7, 1949; and
WHEREAS, each of said orders, together with the apppended note, was publish
ad by the clerk in The Orange County Times on October b, 1949, and such publi-
cation complies with the requirements of The County Finance Act, as amended;
now, therefore,
BE IT RESOLVED by the Board of Commissioners for the County of Orange that
the publication by the clerk in The Orange County Times on October 6, 1949, of
each of the two orders described in the preambles of this resolution, together
with the annended note as required by The County Finance Act, as amended, is
hereby ratified and confirmed, such publication complying with the requirements
of The County Finance Act, as amended.
Thereupon, upon motion of Commissioner Laws, seconded by Commissioner
Nilson the foregoing resolution was passed by the following vote:
Ayes: Commissioners Laws, Wilson and Cobb
Noes: None.
Thereunon, uoon motion of Commissioner Laws, seconded by Commissioner
Wilson and carried, the order introduced and passed on first reading on October
3, 1949, entitled: "ORDER AUTHORIZING $1,000,000 SCHOOL BUILDING BONDS" was
read a second time and placed upon its final passage. The vote upon the final
passage of said order was:
Ayes: Commissioners Laws, Wilson and Cobb
Noes: None.
The Chairman then announced that the order entitled: 'ORDER AUTHORIZING
X1,000,000 SCHOOL BUILDING BONDS" had passed.
Thereunon, upon motion of Commissioner Laws, seconded by Commissioner
::ilson and carried, the order introduced and passed on first reading on October
3, 1949, entitled: "ORDER AUTHORIZING 5250,000 COURTHOUSE BONDS" wen read a
second time and placed upon its final passage, The vote upon the final passage
of said order was:
Ayes: Commissioners Laws, Wilson and Cobb
Noes: None.
The Chairman then announced that the order entitled: "ORDER AUTHORIZING
.,'250,000 COURTHOUSE BONDS" had passed.

The clerk visa thereupon directed to publish each of said orders in The New!
of Orange County, once in each of two succesaive weeks, and to publish at the
foot of each of said orders the appended note as required by The County Finance
Act, as amended.
Thereupon Commissioner Laws introduced the following resolution, which was
read:
RESOLUTION CALLING A S ?ECIAL
BOND ELECTION
BE IT RESOLVED by the Board of Commissioners for the County of Orange:
Section 1. That a soeclal bond election is hereby called to be held on
Tuesday, November 22, 1949, between 6:30 A.M. and 6:30 P.?a., Eastern Standard
Time, at which there shall be submitted to the qualified voters of Orange Cou
the following questions:
1. Shall an order finally passed October 17, 1949s
authorizing not exceeding $1,000,000 School
Building Bonds of Orange County.for the purpose
of providing funds, with other funds available
for such purpose, for erecting additional school
buildings, remodeling and enlarging existing
school buildings and acquiring any necessary
land and equipment therefor, and a tax for said
bonds, be approved?
2. Shall an order finally passed October 17, 1949,
authorizing'not exceeding 5250,000 Courthouse
Bonds of Orange County for the purpose of pro-
viding funds for erecting and equipping a new
courthouse upon the site now owned by said
County near the present courthouse, and a tax
for said bonds, be approved?
Section 2. That for said election the regular registration books for
elections in said County shall be used and such books shell be open for the
registration of voters, not theretofore registered, from 9 A.M., until sunset
on each day', beginning Saturday, October 29, 1949, and closing Saturday, Novem-
ber 12, 1949. On each Saturday during such registration period such books
shall be open at the polling places. Saturday, November 19, 1949, shall be
Challenge Day.
Section 3. That the Clerk of the Board of Commissioners shall cause a no-
tice to be published in The News of Orange County, not later than October 20,
1949, and thereafter twice before the election at intervals of at least one
week between publications, reading substantially as follows:

SUPPLMNKNTAL REGISTRATION
in the
COUNTY OF ORANGE, NORTH CAROLINA
A special bond election will be .held throughout Orange County between 6:30
A.M. and 6:30 P.M-, Eastern Standard Time, on Tuesday, November 22, 1949, at
which there will be submitted to the qualified voters of said County the follow
ing questions:
1. .Shall an order finally passed October 17, 1949,
authorizing not exceeding $1,000,000 School
Building Bonds of Orange County for the purpose
of providing funds, with other funds available
for such purpose, for erecting additional school
buildings, remodeling and enlarging existing
school buildings and acquiring any necessary land
and equipment therefor, and a tax for said bonds,
be approved?
2. Shall an order finally passed October 17, 1949,
authorizing not exceeding $250,000 Courthouse
Bonds of Orange County for the purpose of provid-
ing funds for erecting and equipping a new
courthouse upon the site now owned by said County
near the present courthouse, and a tax for said
bonds, be approved?
The order referred to in question numbered 1 above authorizes School Build
ing Bonds of Orange County in an agrregate principal amount not exceeding
$1,000,000 for the purpose of providing funds, with other funds available for
such purpose, for erecting additional school buildings, remodeling and enlargin
existing school buildings and acquiring any necessary land and equipment there-
for in order to maintain the six months' school term in Orange County as re-
quired by the Constitution and briefly described as follows, subject to such

changes in the character or in the location of any improvement as may be found
necessary or advisable in the preparation of plans and the letting of contracts
or as may be necessary to secure the approval of plans by the State Superinten-
dent, and subject also to the omission of such improvements as may be approved
by the Board of Commissioners in case the proceeds of the bonds should not be
sufficient to provide all such improvements:

The order referred to in auestion numbered 2 above authorizes Courthouse
Bonds of Orange County in an aagregate principal mount not exceeding $250,000
for the purpose of providing funds for erecting and equipping a new courthouse
upon the site now ozmed by said County near the present courthouse.
If said bonds are issued a tax will be levied for the payment of the prin-
cipal and interest thereon upon all taxable property in Orange County.
For said election the regular registration books for elections in said
County will be used, and such books will be open for the registration of voters,
not theretofore registered, from 9 A.M. until sunset on each day beginning
Saturday, October 29, 1949 and closing Saturday, November 12, 1949. On each
Saturday during such registration period said books will be open at the polling
places. Saturday, November 19, 1949, is Challenge Day.

Section 4. That the Clerk of the Board of Commissioners and the Chairman
of the County Board of Elections are hereby reouested and directed to insert in
the foregoing notice the location of the polling places which have been fixed a
the names of the polling places which have been appointed for each precinct by
the County Board of Elections of Orange County.
Section 5. That the form of the ballot to be used at said election shall
be in substantially the following form:

Section 6. That the Clerk of the Board of Commissioners is hereby directed
to immediately certify a copy of this resolution to said County Board of Elec-
tions of Orange County.
Thereupon, upon motion of Commissioner Laws, seconded by Commissioner
Wilson, the foregoing resolution entitled: "RESOLUTION CALLING A SPECIAL BON)
ELECTION" vies passed by the following vote:
Ayes: Commissioners Laws, Wilson and Cobb
Noes: None.
There being no further business, upon motion, adjourned.
