PURPOSE: To receive citizen comment on a Planned Development and Class A Special Use
Permit for the State Employees Credit Union.
BACKGROUND: The property is located on the southwest comer of Old Chapel Hill-Hillsborough
Road and Oakdale Drive in Hillsborough Township. It contains the two corner
lots which total 2.07 acres in size. The property is in the Economic Development
Zoning District as well as the property immediately south and the lot immediately
west.
The applicants are requesting a Planned Development-Economic Development
(PD-ED)zoning designation and a Class A Special Use Permit to construct a
4,837 square foot building.
The Orange County Economic Development Districts Design Manual requires site
plan approval by the Orange County Planning Staff when a use is permitted in the
Economic Development Zoning District. However,when the proposed design
does not meet all of the criteria specified in the Design Manual a Planned
Development and Special Use Permit must be obtained. The State Employees
Credit Union is a permitted use in this district. The proposed design meets all of

the requirements specified in the Design Manual except the requirement for a
buffer around the perimeter of the property.
The Design Manual requires a 100 foot buffer around the north, south and west
sides of the property and a 25 foot setback from Old Chapel Hill-Hillsborough
Road. A buffer is not required next to Old Chapel Hill-Hillsborough Road since
property on the east side of the road is commercial and zoned Economic
Development District. The buffer could not be met due to the lot size therefore
the applicants are requesting a waiver of this requirement. The site plan indicates
a proposed buffer of 59 feet next to Oakdale Drive, 52 feet 7 inches next to Old
Chapel Hill-Hillsborough Road,40 feet next to the western property line,and 24
feet I inch next to the southern property line.
Traffic concerns have been reviewed by Kimley Horn& Associates,Inc.
(applicant's traffic consultants),NCDOT and Slade McCalip,the Orange County
Transportation Planner. Two letters from NCDOT are included in the proposed
conditions of approval. Slade has indicated that the staff will recommend that the
Orange County Transportation Priorities List submitted annually to NCDOT
include a left turn lane and signal phasing for the northbound traffic from Oakdale
Drive onto Old Chapel Hill-Hillsborough Road.
The Town of Hillsborough has indicated that water is available to the site. The
applicant proposes to extend sewer to the site. Sewer lines currently end just
south of Flint Ridge Apartments on Old Chapel Hill-Hillsborough Road. Sewer is
proposed to be extended from this location. Requirements to extend sewer to the
site are specified in an April 21, 1997 letter from the Hillsborough Town Engineer
to Obrien/Atkins.
RECOMMENDATION: Article 8.4.3 of the Zoning Ordinance requires that the Zoning Officer's
recommendation be presented to the Planning Board within 45 days of receipt of
an application. The 45-day period may be extended up to 60 days with the written
consent of the applicant. The public hearing is the time scheduled for presentation
of the Zoning Officer's recommendation.
Zoning Qfflcer's RecommendaLion
The Zoning Officer has not received information which would establish grounds
for making a negative finding on the general standards. These standards include
maintaining or promoting the public health safety, and general welfare,
maintaining or enhancing the value of contiguous property, and the use being in
compliance with the general plan for the physical development of the County.

The Zoning Officer has reviewed the application, the site plan and all supporting
documentation and has found that the application does comply with the specific
standards and required regulations except the buffer requirements which are
included in the conditions of approval.
Provided the Planning Board and County Commissioners find in the affirmative
on the general standards, the Zoning Officer recommends approval of the request
for a Planned Development and a Special Use Permit for the State Employees
Credit Union subject to the following conditions:
1. Sewer lines shall be installed at the time of site development.
2. Parking, landscaping and buffers shall be installed and maintained as shown
on the February 6, 1998 site plan. Additional buffer requirements in the
Economic Development District Design Manual shall be waived
3. Sidewalks shall be constructed and maintained by the State Employees Credit
Union until the property is annexed by the Town of Hillsborough
4. NCDOT requirements as specified in their April 17, 1997 letter and
September 16, 1997 letter shall be complied with.
No decision on the application is made by either the Planning Board or the Board
of Commissioners at the public hearing. Instead,the Planning Board has 60 days
within which to prepare and submit a recommendation to the Board of
Commissioners. Failure of the Planning Board to submit a recommendation
within the required time shall be considered a favorable recommendation, without
conditions.
Administration Recommendation
The Administration recommends that the application be referred to the Planning
Board for a recommendation to be returned to the Board of Commissioners no
sooner than April 7, 1998.

Article 4.2.19 Economic Development (ED) District
1. The district is located adjacent to Old Hwy 86, a major arterial road.
2. The district is located outside the Chapel Hill- Carrboro Rural Buffer area.
3. The district is not located within the critical area of a designated water supply watershed.
4. Water service is available to the site. See Exhibit A. The applicant will extend sanitary
sewer to the site. The Town of Hillsborough has verbally acknowledged that it has the
capacity to support the credit union. See Exhibit B.
Article 7.4.1-3 Planned Development (PD) District
1. The proposed use will have access to Old Hwy. 86, a major arterial road.
2. The applicant will extend sanitary sewer to the site and will submit engineering plans for
the Town for review and approval. The Town of Hillsborough has verbally acknowledged
that it has the capacity to support the credit union. See Exhibit B.
3. The site's physical character and relationship to the surrounding areas will be enhanced
and will be free from hazards to persons and the environment by it's design and
implementation.

Article 20.3.2 Zoning Ordinance Amendment Requirements

C. Reduction of the 100'perimeter buffer is required to fit the building and parking on the
site. This variances requires a Class A Special Use Permit. This proposed amendment is
necessary to provide the citizens of Hillsborough with safe ingress/egress to the project
site as well as provide a vital banking service to the community. Increased landscaping in
the buffers have been added to enhance off-site views.
d. The proposed use meets goals six and nine of the Orange County Comprehensive Plan.
Goal Six encourages the promotion of economic development which
emphasizes employment,meeting local needs while preserving the character of
communities and protecting the natural environment. The proposed use will provide
employment opportunities and meet the needs of the local community by providing a
state of the art banking facility. The character of the community will be preserved by the
residential scale and style of architecture. The preservation of existing trees and intense
installation
of new landscaping will enhance the community appearance. The natural environment is
protected through the use of BMP's, Best Management Practices,to handle storm water
runoff and impurities.
Goal Nine encourages the provision of water and sewer lines in'those areas
which can be practically and efficiently served by these facilities. The applicant plans
to extend sanitary sewer service to the project site which is located in the Economic
Development District,a district created to encourage commercial development. By
extending the sewer,the applicant provides provisions for the County to practically and
efficiently serve this area.

Dear Ms. King:
After reviewing your Preliminary Site& Utility Layout I offer the following:
Water is available to the site. The required Capital Facilities Fee for water service
is S 6,000.00. Installation of the water service line, 1-1/2" meters and RPZ
backflow preventer shall be performed by a licensed underground contractor per
Town standards. I have attached a copy of the Towns' standard details for their
inclusion. Please note that RPZ's must be installed above ground or have a
positive drainage to atmosphere.
Sewer is not currently available to the site. Plans shall be submitted showing the
required extension necessary to tie-into proposed sewer line for Tony Laws.
These plans must also be permitted by the State. The Oakdale crossing must either
be ductile iron or be steel encased. The required Capital Facilities Fee for sewer
service is$6,000.00. An encroachment agreement from NCDOT will be required
and the extension must be installed by a licensed underground contractor.

Statement of Sanitary Sewer Capacity
DATE: February 9, 1998
Jim Blaine, SECU president, and I had separate phone conversations this
morning with Thomas Hartye, Town of Hillsborough Engineer and Utilities
Director, in which Mr. Hartye verbally assured us that Hillsborough has the
sanitary sewer system capacity to support the Credit Union. He also says that the
second paragraph of his April 21, 1997 letter to Liz King acknowledges that
Hillsborough has sewer capacity available for the project.
Jim Blaine and myself will submit engineered drawings of the sewer
extension to the Town of Hillsborough for review and approval. We are eager to
take the necessary steps to extend sewer to the project site.

The site of approximately 2 acres on the corner of Old Hillsborough(Highway 86) and
Oakdale Road consists of two residential homes in a single family residential neighborhood.
The site is bordered on 3 sides by single family homes, two of which have EDD zoning. This
area is quickly developing with a variety of uses. Directly across Highway 86 is a Citco
Station/convenience store. Adjacent to that facility is the Highway Department/Storage
Area. On the Citco Stations opposite side, less than a block away, is a new office park.
The proposed facility will be an improvement on the existing site which is somewhat
cluttered with a lot of buildings and structures. The proposed use will be fitting for the area
in that it will provide much needed expansion of the State Employees' Credit Union in
Hillsborough, as well as providing handicap accessibility for banking. The architecture on
the building is appropriate for a residential area in that it resembles a residential structure.
The exterior materials and finishes are neutral in color and the landscape materials blend well
with existing material in the area. We have been able to retain a strip of existing mature
vegetation to enhance the site as well. Finally, we believe this facility will be a great asset to
the Town of Hillsborough and hope we have the opportunity to see it thru completion.

Dear Mr. Kirk:
The proposed State Employees' Credit Union on Highway 86 and Oakdale Drive will allow
for safe banking practices in the area. Adequate lighting and proper circulation will allow for
the safety and general welfare of the public to be maintained. There will be sufficient parking
and handicap spaces provided to allow the disabled to bank as well.
Enhancement of the value of contiguous property will be made available as growth continues
in the economic development district. Employment in this area may promote the need to
purchase gasoline and other goods from local merchants.
This site conforms to the standard set forth by Orange County and the State of North
Carolina and is an appropriate and fitting use for this location.

1.0 Executive Summary
The proposed State Employee's Credit Union development is to be located on a 2.07-acre
site in the southwest quadrant of the intersection of Old NC 36 and Oakdale Road in
Hillsborough, North Carolina. The a.•ea is currently zoned Economic Development. The
proposed development consists of a 4,837 square foot(SF) bank with drive-through and
future expansion plans to total 6,075 SF. As currently envisioned, the proposed
development wilt be completed(built-out) in 1998.
The Traffic Impact Analysis(TIA)has been accomplished to determine the future impact
of the development on the adjacent roadway network. The following is a summary of the
TIA findings.
a Access into the development will consist of one driveway along Old NC 86 and one
driveway along Oakdale Road. Both driveways are proposed to have felt movement
access.
a The signalized intersection of Old NC 86 and Oakdale Road is currently operating
acceptably and will continue to operate at an acceptable Level-of-Service(LOS)during
I998 with no roadway improvements.
n The site driveway on Old NC 86 is projected to operate acceptably in 1998 during the
pM peak-hour with existing signal timing and phasing.
a The proposed location of the driveway on Old NC 86 will not interfere with operation
of the signalized intersection. It is recommended that the driveway line up with the
existing driveway across the oveet to avoid left-cum conflicts. If the driveway is not
obis to lint up with the existing drive,other measures regarding the driveway will be
discussed with Orange County and with NCDOT.

have a restaurant client for whom I have done site identification work for in the
Hillsborough market. However, l have not represented State Employms' Credit Union in
their acquisition of the referenced site.
The purpose of this correspondence is to provide you with my professional opinion
regarding the impact of the proposed facility on the area. The State Employees' Credit
Union will, at minimum,maintain the area and I have no doubt that it would significantly
enhance the ambiance and values of adjacent and area properties. They design and
construct attractive facilities which will be an asset to the community. Further,they employ

Dear Mr. Kirk:
Please be advised that I agree with the Traffic Impact Analysis for the above subject which
consists of the following:
1. Developer dedicates an additional five feet of right-of-way along Oakdale Road.
2. Developer dedicates additional right-of-way to create a 50-foot right-of-way from the center
line of Old NC 86 to the property line.
3. Developer dedicates a 35-foot by 35-foot triangle at the intersection of the two rights-of-way.
4. Recommend that Credit Union driveway be shifted approximately 115 feet to the south to
line up with other driveway as indicated in analysis if a full movement drive is desired.
5. If shift is not feasible with the proposed site plan, it will become a restrictive drive and other
measures will need,to be discussed with Orange County and with NCDOT.

Dear Mr. Kirk:
This office has completed its review of the subject ' s proposed
final plans for compliance with current Department of Transportation
minimum construction standards. we wish to advise that the final
plans received at this office on 12 September 1997 are under standby
status awaiting revisions . Pursuant to any approval, this office
will require the owner/developer to meet the following requirements
before starting any construction.
1. Prior to any construction of any new access or alteration of any
existing access within the right of way, the developer/owner is
required to secure a permit with this office. It is the
responsibility of the owner/developer to obtain a permit.
2. During the construction, it is the responsibility of the
owner/developer to provide verification certifying that the
roadway surface, drainage, and seeding satisfies the approved
design outside the State's right of way.
3. When working within the State's right of way, the
owner/dev*loper will contact the Graham District Office before
each of the following phases: (A) Drainage, (B) Grading, (C)
Placement of base, (D) Paving, and (E) Seeding. Failure to
notify this office before each phase of construction may justify
a verification certified and signed by a professional engineer.
5. Any area within the State's right of way and/or easements
disturbed during the construction and/or maintenance shall be
repaired to the satisfaction of the District Engineer or his
representative.

6 . Before planting any landscape within the right of way, the
encroaching party shall submit an application for a planting
permit to this office. The permit must be approved prior to
installing any plants .
7. The owner/developer shall adhere to all the attached
requirements and/or the notes marked on the submitted plans to
include :
A. Traffic movements need to be delineated in driveways
B. An encroachment agreement needs to be submitted for the
sidewalk that is within the right of way.
C. Yard Inlet #8 is not an approved junction box for DOT R/W
D. Storm drainage table should include Drainage Areas and
Discharges (025)
E. 101 x 70 ' Site Distance triangles need to beat edge of
R/W
F. Right of way needs to be dedicated not reserved
