Purpose: To review and confirm a schedule for future work session topics.
Background: In order for staff to provide sufficient time and resources to future work sessions topics, the
Manager requests confirmation of the attached proposed schedule, or an amended version, as
the Board may determine.
Recommendation: The Manager recommends that the Board approve the schedule of proposed work
session topics, with any necessary amendments.

SUBJECT: Farmland Preservation Program: Goals for 1997-98 Fiscal Year

On behalf of the Orange County Agricultural Districts Advisory Board, I want to thank the Board of
County Commissioners for its continuing support of farmland preservation. FY 1996-97 has been a
year of introspection for the ADAB as we have considered ideas and proposals that could aid_in the
protection of our farmland resources.
By the conclusion of FY 1996-97, the Agricultural Districts Advisory Board will have completed the
following objectives:
• Conduct a public forum, Estate Planning Tools for Landowners: A Workshop on Land Saving
Options, to inform and educate rural landowners on the potential benefits of conservation
easements in estate planning.
• Complete a study assessing the feasibility of establishing an Orange County land trust as well as a
Preservation Division within the Planning Department.
• Develop the Agriculture goals statement for the Economic Development Commission's Strategic
Plan. The goals statement is from an ad hoc subcommittee organized by ADAB to consider
agriculture's future role in the Orange County economy.
• Consider alternative sources of funding for a revised Purchase of Development Rights program,
including a proposal to use deferred use-value tax payments to fund an easement acquisition
program.
• Complete a Cost of Community Services Study that demonstrates "Preservation of Farmland
Pays". This project will show how costs of providing residential services outweigh the costs of
preserving farmland and open space.
• Conduct a Comprehensive Survey of Orange County Agriculture Status and Trends. This survey,
developed by a graduate student from the Department of City and Regional Planning at the
University of North Carolina-Chapel Hill, will serve to update the 1981 report To Preserve Our
Farms. The survey will help the farming community;the public, and county government determine
appropriate strategies for preserving agriculture. (Continuing into FY97-98.)

Develop a Transfer of Development Rights (TOR) program for Orange County based on a market-
driven system that is equitable for rural landholders. While the parameters for sending areas (from
which rights are transferred) can be determined by factors such as prime farmland ooi|a' distance
from urban areas, etc., must consider mixed residential, nonnnorcio|' and industrial
uses, as well ao mass transit capabilities. Designation of receiving areas isazoning function. We
request that the Bound of Commissioners establish a receiving area(s) for the purpose of initiating
a TDR program. (Continuing into Fy97-98.)
During the coming fiscal year, the Agricultural Districts Advisory Board will continue working toward o
farmland preservation program based on voluntary measures and incentives for landowners. To this
and' the Agricultural Districts Advisory Board seeks your support as we pursue the following goals and
objectives for the 1997-S8 fiscal year:
• Establish a 'pay-as-you-go- Purchase of Development Nghts program. This program would be
funded through deferred use-value tax payments or by earmarking one-half cent on the tax rote
for this purpose. These funds would be eligible for a matching grant of easement acquisition
money available through the federal Farmland Protection Program.
• Establish an Orange County land conservancy that would accept voluntary oaummnonto and gifts of
agricultural and conservation lands.
• Conduct additional public forums on the potential benefits of conservation eoawrnento in estate

planning.
