BACKGROUND: Department of Social Services I The Board of Commissioners approved a plan to implement the new children's health insurance program, NC Health Choice, in Orange County on November 4. Two new full-time equivalent positions were established for the program. Both positions are caseworkers—one is permanent full- time and the other is time-limited for one year from the date of filling. The caseworkers will provide outreach and intake for the estimated 1,000 or more uninsured children in Orange County. State and federal funds of$37,652, along with client enrollment fees of$5,000, $4,244 in currently budgeted DSS funds,and a Health Department grant of$1,497(see#4,page 2 of this abstract)cover the full cost of the program including personnel, operating and capital outlay expenses. The attached budget amendment (column #1, page 3) provides for the unbudgeted DSS share of the budget for this new initiative. Health Department 2) On September 1, the Board accepted additional funding of $45,334 from the Orange County Partnership for Young Children on behalf of the Orange County Health Department. Two programs received Smart Start funds—the Families in Focus:Intensive Home Visiting Program($10,434)and the Dental Screening Program ($34,900). The attached Smart Start Grant Project Ordinance and Intensive Home Visiting Grant Project Ordinance provides for the receipt of these additional funds. • Smart Start funding for the Families in Focus: Intensive Home Visiting Program for the current fiscal year totals$45,612. This is$10,434 more than the original budget estimates received from the State last spring. The program targets families with children ages 3 or younger who are at 2 highest risk for child abuse and neglect because of either the parent's or the child's health or psychosocial problems. • A $34,900 Smart Start grant allows for County dental clinic staff to provide pre-school dental screening for children in daycare centers and daycare homes. During the 197-98 fiscal year, more than 1,450 children were served by this initiative. 3) The State recently awarded additional funds for Orange County's Breast and Cervical Cancer program. These funds are for screening services and outreach for women 50-64 years of age. The amount of additional funds is $1,718 and will be used to produce literature and brochures targeted for women those ages. The attached Breast and Cervical Cancer Grant Project Ordinance provides for the receipt of these funds. 1 4) As a part of the NC Health Choice agenda abstract that was approved on November 4,the Board of Commissioners accepted a State grant on behalf of the Orange County Health Department. The department plans to use this $1,497 grant to assist with the cost of outreach activities associated with implementation of the new children's insurance program. The attached budget amendment (column#4,page 3)provides the budget for this new initiative. Information Technology Capital Project Ordinance 5) In January 1998, the County awarded a contract to Atlantic Technologies, Ltd. to provide services and products for GIS development. Under the terms of the agreement with Atlantic, and an inter local agreement between the county and the Town of Chapel Hill (approved by the board in June 1998)the Town is entitled to acquire additional GIS products from Atlantic through the County, at the Town's expense. The Town has indicated its desire to acquire orthophotos and topographical and planimetric data at a cost of$154,117. The County will receive these funds and in turn pay the contractor. This amendment provides for the receipt of these funds from the Town and increases the appropriation in the County's Information and Technology Capital Project Ordinance to allow for these purchases. RECOMMENDATION(S): The Manager recommends that the Board of Commissioners approve the attached budget amendment,and grant and capital project ordinances. Section 1. The project authorized is the Intensive Home Visiting Demonstration Program as awarded to the Orange County Health Department by the North Carolina Division of Women and Children's Health, Department of Health and Human Services. The planned two-year project period continues until June 30, 1999. This grant provides funding for 3.5 permanent, time- limited positions through the grant period. The grant provides funds to decrease child abuse and neglect; improve parent-child interaction; ensure adequate use of preventive family support services; improve children's health and development; and improved the service delivery system in Orange County by decreasing fragmentation and duplication. The program is funded with State funds from the Department of Health and Human Services and Smart Start and Title XIX Medicaid revenues. Section 2. Under the terms of the agreement, Orange County will administer the grant as fiscal agent. The officers of the County are hereby directed to proceed with the grant project within the rules and regulations contained in the grant document, the rules and regulations of the North Carolina Department of Health and Human Services and the budget contained herein. Section 3. Funding for these positions is contingent upon the General Assembly's allocation of Smart Start funds. Section 10. This project period begins January 18, 1994,and is valid through June 30, 1999. Subsequent funding of this grant project is contingent upon the availability of funds sufficient to cover expenditures. Section 11. Section 1. The project authorized is the Comprehensive Breast and Cervical Cancer Control Program as awarded to the Orange County Health Department by the Centers for Disease Control. The purpose of this grant is to provide screening and follow-up services for women in Orange County. Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant document,the rules and regulations of the Centers for Disease Control. Section 3. Information Technology 10 Capital Project Ordinance Project Number 61-491 Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted. Section 1. The project authorized provides funds to implement the first phases of the short term plan under the County's Information Technology Plan. This project will be financed with proceeds from the County's portion of the one-half cent sales taxes, State grant funds for the Department of Social Services, and intergovernmental revenue from the Town of Chapel Hill's participation in the aerial photography component of the plan. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Budget Amendment#4 The Board approved budget ordinance amendments, grant and capital project ordinances which are incorporated into these minutes by reference. Chapel Hill/Carrboro At-risk Youth Committee The Board considered appointing a member to a work group to address at-risk youth. A motion was made by Commissioner Halkiotis, seconded by Commissioner Gordon to appoint Commissioner Carey to serve on this work group. VOTE: UNANIMOUS C. Forest Service Contract Renewal The Board considered approving an annual contract with the North Carolina Department of Natural Resources and Community Development in the amount of$57,246, to support Forest Service efforts in Orange County for fiscal year 1998-99. Mr. Orrin Pilkey spoke about the cutting of trees near his property. He said that the State Forester denied that the logger cut into the buffer zone. He feels that forestland is not being protected according to law. Geoffrey Gledhill said that Orange County protects the watershed through its Zoning Ordinance. Zoning regulations are not intended to zone farms. Forest management plans come under the general heading of farms. There are State laws that require buffers and those laws are enforced by a division of the State. After further discussion, it was decided to table this item until the next meeting and that we invite the Forrester to attend that meeting to answer these questions. A motion was made by Commissioner Crowther, seconded by Commissioner Gordon to table this item until additional information is received. VOTE: UNANIMOUS 9. ITEMS FOR DECISION - REGULAR AGENDA a. Environment and Resource Conservation Department (ERCD) The Board considered taking action to implement the new Environment and Resource Conservation Department. John Link gave background information on establishing this Department. David Stancil outlined the process they followed in getting input about this new department. He reviewed the ongoing initiatives in Orange County on environment and resource conservation issues. In answer to a question from Commissioner Crowther, David Stancil said that they have not met with the Soil and Water Board of Directors but he has talked with several members of that Board and plans to meet with them soon. Commissioner Gordon commended David Stancil for his work on the details of the functionality of this new department and how it will work with other departments.
