BACKGROUND: DSS i) The Department of Social Services has received additional Smart Start funds from the Orange County Partnership for Young Children. These funds,totaling$9,407,enable the department to address needs of young children and their families in Orange County. Families throughout the County will benefit from the initiatives of this program. Special emphasis will be placed on the needs of young children and their families in Northern Orange County and of the Latino community in throughout the County. This budget amendment(see Smarm Simi Grant P' err Ordinate,page 4)will bring the budget for this program to$16,907 for the 1998-99 fiscal year_ Health 2) The Health Department has received an allocation from the State totaling$4,950. These funds will off set costs associated with public education related to smoke-free dining. Examples of the education initiatives include producing and distributing a Smoke-Free Dining Guide to Orange County Citizens and developing a media campaign to promote smoke-free restaurants. No County funds are required to match the State monies. (see budget amendment located on page 3, column#2) 3) The Environmental Health Division of the Health Department has received additional Food and Lodging funds for the 1998-99 fiscal year. The addidonat$1,178 provide funds for this division to develop, publish and distribute a m=ual for day care providers. The manual will cover such topics as safe food preparation and service,playground safety,safe physical environments, and i handling emergencies. The attached budget amendment appropriates these monies to the Environmental health division of the Health Department (see block#3,page 3) Miscellaneous Function 4) The 1948_98 approved budget included,in Miscellaneous Function,an allocation totaling$355,775 for a 2.5 percent cost of living increase for all permanent County employees effective July 1, 1998, The Board approved the increase at their June 22, 1948 meeting;however, there was insufficient time to make the necessary changes to the Budget Ordinance that same night. This amendment transfers the funds from the Miscellaneous Function to each function within the General Fund. (See page 3,column 04) RECOMMENDATION(S):The Manager recommends that the Board of Commissioners approve the attached budget amendment and grant project ordinance as presented. Section 1. The project authorized is the Sn m Start Program as awarded to the Orange County Departments of Social Services,Health, Library and Cooperative Extension by the State of North Carolina and the Orange County Partnership for Young Children(OCPYC). Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant document,and the rules and regulations of the State of North Carolina. Section 3. The Finance Officer is hereby directed to maintain within the grant project fund sufficient specific detailed accounting recort}s to provide the accounting to the grantor agency required by the grant agreement and federal and state regulations. Section 7. Funds may be advanced from the General Fund for the purpose of making payments due. reimbursement requests should be made to the grantor agency in as orderly and timely manner. Section S. Copies of this grant project ordinance shall be made available to the Finance Officer for direction in Carrying out this project. Section 9. Positions authorized through this grant project include- 3.0 full Time equivalent positions in the Department of Social Services as authorized by the Orange County Board of County Commissioners on February 15, 1994. .83 full time equivalent positions in the Health Department as authorized by the Orange County Board of County Commissioners on July 1, 1995. 60 full time equivalent in the Cooperative Extension Department as authorized by the Orange County Board of County Commissioners on June 30, 1997. Funding for these positions is contingent upon the General Assembly's allocation of Smarr Start funds. Section 10. This project period begins January 1S, 1994, and is valid through June 30, 1999. Subsequent funding of this grant project is contingent upon the availabdity of funds sufficient to cover expenditures. Section 11.
