HomeMy WebLinkAboutMinutes - 19491003I The Board of Commissioners for the County of Orange met in regular session on October 3, 1949, at 10 o'clock, A.M., at the Courthouse in Hillsboro, North Carolina, the usual place of meeting. Present: Chairman Collier Cobb, Jr., and Commissioners Ben F. Wilson and H. G. Laws. Absent: None. Commissioner Laws intruduced the following two orders authorizing bonds, which were read: ORDER AUTHORIZING 51,000,000 SCHOOL BUILDING BONDS WHEREAS, on September 30, 1949, the Trustees of the Chapel Hill City Ad- ministrative Unit passed a resolution finding that, in order to maintain the six months' school term in said Chapel Hill City Administrative Unit as re- quired by the Constitution, it is necessary to erect additional school build- ings, enlarge an existing school building and acquire any necessary land and equipment therefor; and VIREREAS, on October 3, 1949, The Board of Education of Orange County pass- ed a resolution confirming the findings in the resolution of said Trustees of the Chapel Hill City Administrative Unit and also finding that, in order to maintain the six months' school term in the Orange County Administrative Unit as required by the Constitution, it is necessary to erect additional school buildings, remodel and enlarge existing school buildings, and acquire any necessary land and equipment therefor; and WHEREAS, the estimated cost of the school improvements referred to above and hereinafter set forth is 01,401,000, and it is expected that approximately $401,000 will be received from the State of North Carolina for peying a part of the cost of such school improvements; and WHEREAS, said resolutions show that no funds are available and no provi- sion has been made by local tax or otherwise for saying the balance of such cost, and said resolutions request the Board of Commissioners for said County to take all necessary steps, by the issuance of bonds or otherwise, to provide the balance of the cost of such school improvements; and IiHEREAS, the Board of Commissioners for the County of Orange has carefully examined the facts and has determined, and does hereby find as a fact, that said statements of the above mentioned resolutions are true and that it has become the duty of said Board of Commissioners, acting as an administrative agent of the State in providing a State system of public schools, to order the issuance of bonds of the County so that the school improvements set forth in paragraph l of this bond order and mentioned in the resolution passed by The Board of Education on October 3, 1949, may be provided in order to maintain the six months' school term in Orange County as required by the Constitution; now, therefore, BE IT ORDERED AND RESOLVED by the Board of Commissioners for the County of Orange: 1. That, pursuant to The County Finance Act, as amended, bonds of Orange County shall be issued in an aggregate principal amount not exceeding $1,000,00 for the purpose of providing funds, with other funds available for such purpose for erecting additional school buildings, remodeling and enlarging existing school buildings and acquiring any necessary land and equipment therefor in order to maintain the six months'' school term in Orange County as required by the Constitution and briefly described as 'follows, subject to such changes in the character or in the location of any improvement as may be found necessary or advisable in the preparation of plans and the letting of contracts or as may be necessary to secure the approval of plans by the State Superintendent, and subject also to the omission of such improvements as may be approved by the Board of Commissioners in case the proceeds of the bonds should not be suffi- cient to provide all such improvements: CHAPEL HILL CITY ADMINISTRATIVE UNIT: Names of Schools Chapel Hill High (white children) Chapel Hill Elementary (white children) Lincoln (colored children) ORANGE COUNTY AIRINISTRATIVE UNIT: Names of Schools for white children Improvements Enlarge Erect new school building Erect additional school building Improvements Hillsboro Remodel and enlarge exist- ing buildings 320 West Hillsboro Efland Aycock Carrboro White Cross Caldwell Names of Schools for colored children Central Efland Cedar Grove Enlarge Remodel and enlarge Remodel and enlarge Remodel and enlarge Enlarge Remodel and enlarge Improvements Enlarge Erect new school building Erect new school building 2. That a tax sufficient to pay the principal and interest of said bonds when due shall be annually levied and collected. 3. That a statement of the County debt has been filed with the clerk and is open to public inspection. 4. That this order shall take effect when approved by the voters of the County at an election as provided in said Act. ORDER AUTHORIZING $250,000 COURTHOUSE BONDS BE IT ORDERED AND RESOLVED by the Board of Commissioners for the County of Orange: 1. That, pursuant to The County Finance Act, as amended, bonds of Orange County shall be issued in an aggregate principal amount not exceeding $250,000 for the purpose of providing funds for erecting and equipping a new courthouse upon the site now owned by said County near the present courthouse. 2. That a tax sufficient to pay the principal and interest of said bonds when due shell be annually levied and collected. g. That a statement of the County debt has been filed with the clerk and is open to nubllc inspection. 4. That this order shall take effect when approved by the voters of the County at an election as provided in said Act. The Board thereupon designated the County Accountant as the officer to make and file with the clerk the statement of debt and assessed valuation of the County as required by The County Finance Act, as amended, to be filed befor, the final passage of the bond orders which were intruduced at this meeting. Thereunon the County Accountant filed with the clerk, in the presence of the Board, tho statement of debt and assessed valuation as so reauired. Thereupon the order entitled 'Order authorizing $1,000,000 School Building Bonds" was passed on first reading. Thereupon the order entitled 'Order authorizing $$250,000 Courthouse Bonds" was passed on first reading. On motion duly made and unanimously carried the Board fixed 10 o'clock, A.M. October 17, 1949, as the hour and day for the public hearing upon the fore going orders, and directed the clerk to publish each of said orders, together with the amended note as required by The County Finance Act, as amended, in The News of Orange County not later than the tenth day before said date. The following petitions for hardsurfacing roads were presented to the Board: Eno Township, running from St. Mary's School to Durham County line, and known as the Hillsboro - Oxford Road. Distance: 1.7 miles Bingham Township, running from Z. P. Crawford's, on High- way No. 54 to the Chatham County line, and known as the Orange- Chapel Road. Length of road: 6 miles Chanel Hill Township, running from Highway No. 86 to Mrs. Paul Dodson's, and ]norm as the Sharpe Road. Length of road: 1.4 miles. E. Ei. Lynch, Clerk Superior Court appeared and stated that the salary ap- propriation for clerical help in his office was not adequate. Nov,, Therefore, upon motion of Commissioner Wilson, seconded by Commis- sioner Laws, Ira A. Ward is hereby authorized to pay an additional $60.00 per month for clerical help in the Clerk's office and charge same to the Emergency Appropriation Salary Fund. Miss Virginia Cathay, Assistant Home Demonstration Agent, appeared and made a very fine report on the 4 -H Clubs in the County. Lars. IIathryn Hamrick, Home Demonstration Agent, made a splendid report on the 16 Home Demonstration Clubs in the County. She also reported that Curb Market Sales for the year ending September 10, 1949, was $37,793.04- Carl C. Lf. Russ & Company, Certified Public Accountants, and that the 1948 tax books be turned over to Ira A. Ward, County Accountant, for further collections. IIDon motion of Commissioner Wilson, duly seconded by Commissioner Laws, it is hereby ordered that the 1949 tax books be turned over to Carl C. Davis, Tax Collector, and that he proceed with the collection of said taxes, as pro- vided by law.
