PURPOSE: To consider making appointments to the Economic Development Advisory Board.
BACKGROUND: The following appointments are for Board consideration:
• Appointment to a first full term for one (1) UNC at Chapel Hill Representative. If
appointed Mr. Kitchen will be serving a first full term expiring 06/30/2016.
• Appointment to a first full term for one Core Business Community Representative. If
appointed Ms. Keia McLamb will be serving a first full term expiring 06/30/2016.

As you know,the Orange County Economic Development office's Advisory Board was reformed
in mid-2012 by the Board of County Commissioners,who selected ten(10)individuals to serve for a
period of 1 t 3 years. Those members were selected from a list of qualified applicants repres<;Inting
several broad categories(i.e., core business,agricultural,nonprofit,UNC,tourism/hotelier,
entrepreneur)in order to bring together multiple talents and experience in business. Presently,our
advisory board meets every other month and attendance by members always gathers a quorum.
Leadership among the Economic Development advisory board is provided by D.R. Bryan,Delores Bailey,
and Jim Kitchen.
There are two current administrative matters which need to be addressed by the Board of
County Commissioners,as follows:(1)reappointment of one current board member(Jim Kitchen) for a
three-year term,and(2)selection of a new applicant to fill one current vacancy that has unexpectedly
developed.
First,reappointment of existing advisory board member Jim Kitchen is warranted and
requested. His current term expires on 6/30/13 and I am requesting his reappointment for a new three-
year term (to expire on 6/30/16). Mr. Kitchen,who is providing invaluable leadership and direction to
our advisory board,agrees to the reappointment request,and looks forward to serving Orange County
for an additional term.
Second,our Advisory Board has one unforeseen vacancy due to the departure/relocation of
previous board member Eric Pate,who was the plant manager for the local GE Energy Solutions facility.
He was the only representative who was not a resident of Orange County.As a replacement for this
open position in the advisory board's "core business"segment,I wish to strongly endorse the review
and selection of Ms. Keia McLamb by the Board County Commissioners.

Ms. Mclamb,who is the new Human Resources Manager of the Mebane area printing and
packaging industry MeadWestvaco,overseas a local manufacturing workforce of nearly 300 residents.
She is a very delightful individual who is proactive in her desire to serve both her firm and our
community,and,experienced in the manufacturing environment and workforce development fields.
When I met her recently and talked about her company's upcoming capital and employment expansion,
specifically adding another 100 associates,l wasvery impressed with her positive attitude. Asa minority
female, she will also add greater diversity to the makeup of the Economic Development Advisory Board.
hope the Commissioners will favorably consider Ms. Mclamb's volunteer application to serve on the
advisory board, asshe will be a skilled and influential addition to our team of advisors.
Thank you very much for your assistance to bring these two issues before the Board of County
Commissioners during an upcoming BOCC meeting.
