Monday, August 1, 1949
The Board met at the usual hour in the Commissioner's Room at the
Courthouse with all members present.
The minutes of the July meetings were read and approved.
Mr. Don S. Matheson, Orange County Farm Agent and J. W. Jeffries, Assistan
Director of Negro Extension Service appeared in connection with the payment of
the salary of 11, C. Burt, Negro Farm Agent, who has been unable to attend to
his duties since April 25, 1949 due to a heart ailment. Jeffries stated that
due to Burt's accumulation of sick leave over a period of years the State was
still paying their part of his salary and that he thought he would be back on
the job in the near future. Mr. Matheson stated that his department had been
helping to keep Burt's work going on and would continue to do so until he
could resume his duties or until hther.:.hirangements were made.
After considering the statements made by Mr. Matheson and Jeffries the
Board ordered that the county pay their part of Burt's salary for the months
of July and August.
Mr. Matheson reported to the Board that the old County Home Cemetery on
the new road leading from Efland to Cedar Grove was a sore spot and that some-
thing should be done to beautify it. Commissioner Laws and Ira Ward were reel
quested to make an investigation of the conditions and report to the Board
at a later meeting.
The following road petitions calling for black top or hardsurfacing were
presented:
Mr. Jack B. Cliff for the hlrport�HOad leading North from Chapel Hill by
Blackwood Station, New Hope Church and connecting with old Durham - Hillsboro
Road at the farm of Dr. H. C: Carr.
Mr. T. W. Brown for road leading from old Durham - Hillsboro Road at Dr.
H. C. Carr farm by New Hope Church and connecting with Highway No. 86 near
Midway Service Station.
Mr. J. L. Phelps for road beginning at Person County line, D. J. Talley's
Home and running South by Chandler's Store and connecting with hardsurface
road at C. S. McDade Store.
Mr. J. W. Toler for road leading from Cedar Grove by way of Lynch's Store
to Almmnnce County line.
Mr. J. E. Hawkins for the roadeleading from A. T. Wright's place, Highway
Ho. 86 to Walnut Grove Church; Road leading from Barnette's Service Station
to Highway No.57, known as Caldwell Road; Road leading from the intersection
of Highway's 57 and 157 at Caldwell School to Durham County line and known as
Guess Read.
Mr. J. C. Monk for the road leading from the Person County line near J.
Laws Store to Highway No. 86 near G. IA. Long' store.
Mr. Simpson L. Efland for the road leading from the Methodist Church in
Efland and intersecting with the Fairfield -Halls Mill Road.
Mr. Clyde Roberts for the road leading from Cole Mill Road at Durham Count
line and connecting with the bardsurface road running from Kennedy Lumber Co.
to Walnut Grove Church at or near Crawford Breeze farm.
The Board informed all petitioners that their.petitions would receive cars
ful consideration along with all petitions for this type of road,and that the
Boards approval would be based on amount of trafic and need. This was agreeabl
to all except Mr. Efland who requested that his petition along with those
presented at the July meeting be ppaeed on not later thanAugust 15th or he
would like to withdraw all of them.The Board told Mr. Efland that they did not
believe they could make their decision by that date and that he could withdraw
the petitions by contacting the Clerk to the Board.
A resolution was presented from the Chapel Hill Communtty Council asking
that the road leading to Lincoln High School an its two branches in front and
behind the School be hardsurfaced in order that busses and other vehicles
could get to the school in bad weather.
NOW THEREFORE, upon motion of Commissioner Wilson, duly seconded by Com-
missioner Laws, the foregoing resolution is hereby unanimously approved, and
the Clerk to this Board is hereby authorized to forward same to the State
Highway & Public Works Commission for their consideration and to ask that this
work be done if possible while the work is being done on the project west of
Chapel Hill.

Bud Torian presented a road petition asking that a new road be built
'beginning at Glenn's Grove Church to Mr. Ed Gates farm, a distance of
four miles. No action was taken.
Upon motion of Commissioner Wilson, seconded by Commissioner Laws
and unanimously passed that Carl C. Davie, Tax Collector, be given authority
to issue beer license to those persons presenting their State permits.
Upon motion of Commissioner Laws, seconded by Commissioner Wilson it
is hereby ordered that Harry P. Woods be paid $5.00 for two halfgrown
turkeys killed by dogs.
Mrs. Jean M. Hear, Superintendent of Welfare appeared and discussed
some of the welfare problems with the Board.
E. M. Lynch, Clerk of Superior Court appeared and stated.'that-he bad
not been able to take a vacation in several years due to not having an
Assistant Clerk of Court and that he had appointed Lucius M. Cheshire as
Assistant. The Board approved of the appointment.
The Board of Education and Mr. C. W. Davis, Superintendent of Chapel
Hill Schools appeared and the two Boards entered into a general discussion
pertaining to the proposed school bond election.
Mr. H. R. Weeks, Architect, appeared and discussed the proposed new
courthouse building and the installation of a heating system in the present
courthouse. „
In compliance with statute requiring that the Bury box be revised
each two years, J. E. Laws, Clerk to the Board presented a list of names
taken from the tax books and asked the Board to check them.
After carefully checking these names and eliminating some that had
moved out of the county or were otherwise inelligible the Board hereby
orders that the names be placed in Jury Box N0. 1.
There being no further business, upon motion, adjourned to meet again
at 8 o'clock, P. M., August 3, 1949.
