Efland Cheeks Community School Park Mebane 336-22.7-2031 Capital Project Ordinance PURPOSE: To approve budget ordinance amendments,a grant project ordinance, and a capital project ordinance amendment. BACKGROUND: Health Department 1. The Health Department recently received a $43,000 State grant for a new "Syphilis Elimination Project". Recently, several North Carolina counties, including Orange County, have experienced outbreaks of syphilis. Funds will be used to provide assess populations who are at risk for syphilis, offer sexually transmitted disease counseling and testing, provide weekly risk reduction sessions at local jails. The Health Department will hire a temporary outreach worker and provide outreach supplies with the grant funds. The associated agenda abstract from the January 28, 1999 Orange County Board of Health meeting is attached. No County match is required for the receipt of these funds. (see attached Syphilis Elimination Grant Project Ordinance) Sheriff 2. On February 16, the Board of County Commissioners re-established a permanent full-time Deputy Sheriff I position for the Sheriff s Department. This COPSFAST position was deleted from the 1998- 99 budget when the grant funds lapsed. Since that time, the Sheriff has received $15,000 in continuation funds from the U.S. Department of Justice for this position. The total cost of the position is about $36,000 annually. The County will assume the cost difference in the actual position cost and the grant(about$21,000) for fiscal year 1.998799, and 100%of the position cost in fiscal year 1999-00 (see column #2, of the attached budget amendment). 2 Efland Cheeks Community School Park 3. On March 16, the Board of County Commissioners awarded a bid and approved a contract for the construction of the Efland Cheeks Community School Park. The final bids totaled $100,000-more than the capital project ordinance. The Board of County Commissioners appropriated $50,000 from the 1997 Park Bond proceeds and $50,000 from the County Capital Fund Balance. This amendment allows for the appropriation of these funds (see column #3 of the attached budget amendment and the Efland Cheeks Community School Park Capital Project). FINANCIAL IMPACT: Action on this agenda item will amend the County's annual budget ordinance and one existing capital project ordinance. It will also create one new grant project ordinance, which will be administered through the County's Grant Projects Fund. RECOMMENDATION(S): The Manager recommends that the Board of Commissioners approve the attached budget amendment, grant project ordinance,and capital project ordinance as presented. Meeting Date: January 28, 19" Agenda Abstract FROM: Personal Health SUBJECT: Syphilis Elimination Grant Funds ATTACHMENT(s)-, Award Letter Early Syphilis Cases 1994-1998 PURPOSE: To accept the funds from the NCDHHS for the Syphilis Elimination Grant as previously presented to the Board of Health. BACKGROUND: North Carolina has one of the highest rates of syphilis in the country. The NC Division of Health and Human Services(DHHS)took advantage of a request for proposal by the Centers for Disease Control and Prevention(CDC)in Atlanta to eliminate syphilis and applied for grant funds to be used in five counties. Unfortunately one of the emerging pockets of "early"syphilis is here in Orange County. For calendar year 1998, Orange Count . Y had 39 cases of early syphilis reported. In addition,many contacts have been treated as well,although their lab results have not been positive. The proposal calls for an outreach worker to be hired by each county to work within the community affected for the grant period to conduct community education and to encourage high-risk individuals to change their behavior and to present themselves for testing and possible treatment. The grant period is for one year,commencing December 1, 1998. In Orange County,there may be two pockets of concern—one in northern Orange and one in the southern portion of the county. OCHD has recommended and been approved by the state to hire two half_-time temporary outreach workers, one in each community of concern. RECOMMENDED ACTION: To accept the funds and authorize the staffto proceed with implem' entation. 5 The.new RI.O.T. team led by the project coordinator will be ready to mobilize when needed for new outbreaks. 75%of individuals who are in local jails more than 24 hours will receive a serologic test for syphilis. The syphilis elimination project will be evaluated through its impact on reported primary and secondary syphilis morbidity,with a goal of:515 cases/100,000 population in the five- county target area in the year 2000 (rates in 1997 were 26.2 cases/100,000), and on prevalences of syphilis in local jails,health department prenatal clinics,and health department STD clinics. Specific goals will depend on baseline prevalences, which are not currently known. Each county will be awarded$43,000 for calendar year 1999. Funds will be used to either hire an outreach worker,or contract with a Section approved community based organization to hire an outreach worker. Funds are also provided for travel and per diem,pager cellular phone and other operating expenses. Additional funding has been provided for the purchase of patient acceptable condoms and other outreach supplies. The proposed funding breakdown which was submitted to CDC is: Outreach Worker Salary and Fringe $27,500 Travel and Per Diem $ 3,000 Phone,pager, and office expenses $ 1,000 Condoms and Outreach Supplies $11,500 Syphilis Elimination Program 6 Grant Project Ordinance Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following grant project is hereby adopted. Section 1. The project authorized is the Syphilis Elimination Program as awarded to the Orange County Health Department by the North Carolina Division of Health and Human Services (DHHS). The purpose of this grant is to provide education and outreach services to at risk populations in Orange County. Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant document, the rules and regulations of the Centers for Disease Control. Section 3. The following revenue is anticipated to be available to complete this project: Intergovernmental-Syphilis.)pbilis Eliminafion Grant $43,000 Section 4. The following amount is appropriated for this project Human Services-Syphilis Elimination Program $43,000 Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient specific detailed accounting records to provide the accounting to the grantor agency required by the grant agreement and federal and state regulations. Section 6. Funds may be advanced from the General Fund for the purpose of making payments due. Reimbursement requests should be made to the grantor agency in an orderly and timely manner. Section 7. Copies of this grant project ordinance shall be made available to the finance officer for direction in carrying out this project. Section 8. There are no permanent full time equivalent positions authorized through this grant project ordinance. Section 9. This project period begins December 1, 1998 and goes through December 31, 1999. Adopted this 20th day of April 1999. 7 Efland Cheeks Community School Park Project Capital Project Ordinance Project Number 61-660 Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted. Section 1. The project authorized is the design and development of a community school park within the Efland-Cheeks township. This project will be financed with proceeds from the County's portion of the one half cent sales taxes, subdivision payment-in-lieu funds,proceeds from the 1997 bond referendum,and an appropriation from the County Capital Fund Balance. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3.
