BACKGROUND: The Housing and Community Development Department solicited bids from qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation Program. For the English property, sealed bids were solicited from participating contractors on December 3, 1998 and January 7, 1999. One bid was received and opened on this day. The informal bidding process is governed by the North Carolina General Statues §143-131 and does not require a minimum number of bids. Bid results are attached. Present program procedures provide that housing rehabilitation contracts be awarded to the lowest responsible bidder. In June 1998, a housing rehabilitation contract for this house was awarded to MDH Construction Company for $37,140. However, since that time the contractor indicated that due to delays with other jobs, he will not be able to perform this job. Thus, in the interest of timely program implementation, new bids were solicited for the English property. The one bidder for this job was James W. Thames of Thames Construction Company located in Durham, NC. He is not related to the County Engineer, Paul Thames. Install a crawl space,access door on the right rear of the house.Door to be door of pressure treated lumber with galvanized locking hasp and hinges. 3. Install three gable vents. 4. Close all holes in the foundation with block and mortar. 5. Install vinyl siding and trim.Install aluminum fascia and soffitt. Install aluminum door and window trim.Extend window trim as necessary for proper installation of aluminum trim and siding.Install siding and trim on the porch ceiling. ROOF: 1. Remove the roof covering to the sheathing. Install 151b. felt, aluminum drip edge and three tab shingles on the front side only. Flash and counter flash the chimneys. 2. Reframe the gable overhangs to accommodate a 6 inch soffitt.Install sheathing to match the existing. 3. Install new fascia on the new barge rafters 3. Prepare the rear sections of the roof for a rubberized roof system. Install 3/4"insulation board a rubberized roof system and all required flashing. GUTTER AND DOWNSPOUTS: 1. Install vinyl replacement windows and trim in the living room,left rear bedroom and the rear addition. EXTERIOR SURFACES: 1. Paint all surfaces not covered by vinyl siding or Aluminum trim with exterior latex paint. Paint to cover completely. INTERIOR PAINT: 1. Paint all interior wall surfaces with flat latex paint,the ceilings with ceiling white and the trim, bath and kitchen with semigloss latex. Paint to cover completely.Do not paint any paneling. LIVING ROOM: 1. Remove the existing door. Install a 3-0 metal insulated door unit with weather stripping and threshold. Install a lockset and deadbolt to be keyed the same. Install a peephole,matching interior trim and a door bump. 2. Install an aluminum clad storm door, with pneumatic closure and vinyl sweep. 3. Remove the floor covering to expose 6 floor joists. 4. Replace 5 floor joists with likesize lumber. 5. Replace 10 11 of sill with pressure treated lumber. 6. Replace 10 l.f. of plate with pressure treated lumber. 7. Install likesized plywood and trim to match the existing. 8. Install carpet and pad. Carpet allowance to be$14/yd. FRONT/RIGHT BEDROOM: 2 G t 1. Remove the existing cased opening.Reframe as necessary Install a right hand,3-0, luan,flush door unit and privacy lock- set. Install necessary trim to accommodate the oversize jam. Install matching trim and a door bump. 2. Install carpet and pad. Carpet allowance to be$14/yd. FRONT RIGHT BEDROM: 1. Install framing for a 3-0 door unit from the bedroom to the rear porch. Install a 3-0,flush, luan door unit and passage lockset. Install a beveled threshold and all necessary trim to accommodate the oversize jam.Install a door bump. 2. Install carpet and pad. Carpet allowance to be$14/yd. DINING ROOM: 1. Install carpet and pad. Carpet allowance to be$14/yd. SMALL DINING ROOM: 1. Install I/a inch luan plywood on the floor.Prepare all surfaces for vinyl.Install roll vinyl floor covering,shoe- mold and metal trim. 2. Reframe the opening to the kitchen for a 3-0 door unit.Install a 3-0 panel door unit and trim. KITCHEN AND REAR PORCH: 1. Install 1/a inch luau plywood on the floor. Prepare all surfaces for vinyl. Install roll vinyl floor covering.Install shoemold and metal trim. Pattern to math the pattern in the dining room.Vinyl to be installed in the kitchen only. 2. Install carpet and pad in the remaining area. Carpet allowance to be$14/yd. 3. Install a sink base cabinet and wall cabinets to match the existing lineal footage. 3 J 4. Install 31/4 inch baseboard. BATH: 1. Reframe the existing door for a 3-0 door unit,Install a 3-0 flush,luan door unit with privacy lockset. Cut the door to install in the existing opening height.Install matching trim and a door bump. Stain and varnish the door. 2. Finish the sheetrock smooth on the ceiling. 3. Remove the wall covering to the studs. Install insulation in the exterior walls. 4. Remove the linen closet door and wall. Repair the sheetrock and floor. 5. Install MR sheetrock on the walls.Tape and finish the sheetrock smooth. 4. Install a 5 piece tub enclosure kit with corner shelves. 5. Install AC plywood to bring the floor level to the porch floor. 6. Prepare the floor for vinyl floor covering. Install vinyl floor covering, shoemold and metal trim. 8. Install 31/4 inch baseboard. 9. Install toilet guard rail. 10. Install a five piece accessory kit. 11. Install a transfer seat. 12. Install a medicine cabinet. REAR BEDROOM: 4 1. Remove the existing exterior door. Install a six panel exterior door unit. Install a lockset and deadbolt to be keyed the same. Install matching trim and a door bump. 2. Remove the sheetrock on the ceiling to the ceiling joists. Install V2 inch sheetrock.Tape and finish the sheetrock smooth. 3. Install bed mold. ELECTRIC: 1. Install a 200 ANT service,weatherhead and mast. Make all necessary connections for service. 2. Install GFI outlets in the kitchen and bath. 3. Install an electric doorbell at the front door with a ringer in the back porch. 4. Install an exterior floodlight on the right hand rear comer. 5. Install new fixtures in each room. PLUMBING: 1. Install cutoffs and p-traps and supply lines on the kitchen sink and vanity. 2. Install a handicapp commode. Install new supply line. and cutoffs.. 3. Install a double bowl. 7 inch sink. Install P-trap, supply lines and cutoffs 4. Install a hand held shower with two clips to hold the the shower. MECHANICAL: l t 1. Install a propane,gas pack heat and air conditioning system.Make all necessary electrical and mechanical connections.Install insulated duct work. 2. Install an 18,404 BTU unvented gas space heater in the rear porch rooms.Make all necessary electrical and mechanical connections. INSULATION: 1. Install R_30 insulation in the attic 2. Install R-19 under the floor. 3. Install a vapor barrier in the crawl space.
