PURPOSE: To provide an overview and analysis of the two decade funding data for the local
school districts, and to provide additional analysis and information in regards to Orange
County's the 48.1% General Fund education funding target implemented in FY2000.
BACKGROUND: During FY1999 -2000, representatives of the Orange County Board of
Commissioners, the Chapel Hill - Carrboro Board of Education and the Orange County Board of
Education met to discuss school funding options. It was the goal of all of the governing bodies
that met that public education in Orange County is adequately funded each year, and annually
funded at levels that rank at or near the highest in North Carolina.
After meeting of a joint task force during the FY2000, the Board of County Commissioners
decided to begin a process and establish a funding target for the FY2000 -2001 for education
funding provided for both public school districts within the county. The Board of County
Commissioners endorsed a target funding rate of 48.1% of the County's General Fund budget
for annual education spending on both districts based on the most recent five -year average for
school funding provided to both school districts.
Additional information in regards to the funding provided to both school districts since FY1990:
• The average funding provided by the County has averaged 46.65 % since FY 1990.
• The average funding provided by the County has averaged 48.18 % since FY 2000.
Since the 48.1 % target was implemented, the following has occurred:
• In half of the years (7) since the funding target was implemented, both school districts
have received funding at or above the target funding percentage of 48.1 %.
• In the fiscal years 2000 -2008, the County increased the property tax rate for assist in the
funding for education.
• Total funding for all education has increased 76.7% since FY2000.
• There has not been a property tax rate increase since FY 2009 and the average funding
for education has averaged 48.3% of the General Fund budget.
Funding for Education Operational Funding and Debt Service
• Operational funding for both school districts in 1990 was 90.1% and debt service was
9.9 %.
• During FY2000, the year the 48.1% funding target for education was developed, the
operational funding provided to both school districts was 83.3% and debt service had
grown to 16.7 %.
• Currently, operational funding provided to both school districts was 82.03% and debt
service 17.97 %.
Finally, the County's funding provided to both school districts as a percentage of total funding
received by school districts (federal, state and local) since FY2000 has increased from 41.3% to
43.4 %, while the federal and state funding has decreased from 58.7% to 56.2 %.
FINANCIAL IMPACT: There is not a financial impact related to the information included in this
abstract.
RECOMMENDATION(S): The Manager recommends that the Board receive the information
and provide feedback to staff.
